The Gio Linh District Garbage Dump, Quang Tri Province, is located in Phong Binh Commune with a planned area of 7.6 hectares. The project was completed and put into operation in 2014, with an area of 2.2 hectares. After many years of receiving waste, this landfill has become seriously overloaded, affecting the waste receiving process and posing a high risk of environmental pollution.

According to the reporter's records, garbage from the guard house spilled out onto both sides of the road. Inside, the garbage was piled up about 7-8 meters high. Around it were countless puddles of stagnant water, and the water seeping from the landfill gave off a strong stench.
A resident living near the landfill said: “Every time it rains heavily, leachate overflows onto the internal road and seeps into the stream. Many days my family has to keep the doors closed all day because flies and mosquitoes from the landfill fly into the house, disrupting our lives and daily activities. Not to mention, on days of heavy rain, leachate shows signs of overflowing into the stream, affecting the environment.”
Deputy Director of the Center for Environment and Urban Areas of Gio Linh District, Truong Tuan Vuong, said that the centralized landfill of Gio Linh District, invested by the Quang Tri Center for Natural Resources and Environment Monitoring, was built in Phong Binh Commune (former Gio Binh Commune). In 2014, the project was completed (phase 1) and handed over to the People's Committee of Gio Linh District for management and operation with a scale of 2.2 hectares.
The project has a 4-year usage period (2014 - 2017) with a capacity of 60,000 m3 . “In fact, the project has been in use since its handover in 2014 until now, so it has exceeded its design capacity. The current situation of the domestic waste treatment and burial area at the Gio Linh district landfill is overloaded, with a very high risk of environmental pollution,” said Mr. Vuong.
According to statistics from the Center for Environment and Urban Areas of Gio Linh district, the average amount of waste brought to the landfill for treatment is about 15,000 tons/year (equivalent to about 30,000 m3 /year). From the beginning of 2022 to the end of 2023, the Gio Linh district landfill is always overloaded. To ensure the environment, the unit must periodically level and pile the waste into high piles every month to create a space for garbage collection. At the same time, spray chemicals to kill flies, deodorize and plant more trees around the landfill...
Speaking to reporters, Chairman of Gio Linh District People's Committee Vo Dac Hoa said: "The district has planned 11 hectares of land in Hai Thai commune to build a waste collection and treatment site to replace the landfill in Phong Binh commune. Currently, the district is urgently implementing and completing related procedures so that the project can be invested in and built to meet the needs of receiving and treating waste in the area."
