Agree to build a vehicle load inspection system on the highway
In the report on the implementation of Resolution No. 62/2022/QH15 dated June 16, 2022 on questioning activities at the 3rd Session, Resolution No. 100/2023/QH15 dated June 24, 2023 on questioning activities at the 5th Session, 15th National Assembly and Resolution No. 109/2023/QH15 dated November 28, 2023, the Ministry of Transport said that in the past time, the Ministry of Transport has focused on reviewing and continuing to perfect legal documents on vehicle load control.

At the same time, research and propose contents on vehicle load control in the Road Law and the Law on Road Traffic Order and Safety, which have been approved and promulgated by the National Assembly.
According to the Ministry of Transport, the situation of overloaded vehicles on the road has decreased but still occurs, especially on routes that are not patrolled or controlled by authorities or have not been equipped with a load checking system.
In order to contribute to protecting the expressways in use, improve the efficiency of investment in key national projects, promote stable socio-economic development, and reduce maintenance costs for the state budget, the Ministry of Transport emphasized the need to research and promptly organize investment in building a load inspection system on expressways under the Project to build some sections of the Eastern North-South Expressway.
On the other hand, based on the provisions of Decree No. 25/2023 amending and supplementing a number of Articles of Decree No. 32/2014 on management, exploitation and maintenance of expressway works, the Ministry of Transport has agreed on the investment plan to build and exploit the load testing system on expressways under the Project to build a number of sections of the Eastern North-South Expressway.

At the same time, the Ministry of Transport also requested the People's Committees of provinces and cities to direct local authorities to continue to strengthen the implementation of vehicle load control.
Specifically, the Department of Transport is required to coordinate with local departments and branches to strengthen control of vehicle loads at source facilities, material mines, ports, inland waterway wharves, etc.
Request the Departments of Transport to consolidate, arrange forces and continue to maintain the operation of mobile vehicle load inspection stations and use portable scales and recording devices to strengthen the implementation of vehicle load control.
The Ministry of Transport has requested the Vietnam Road Administration to review and complete necessary conditions and put into use 4 sets of automatic vehicle weight checks at Km78/QL.5 in Hai Phong city according to regulations; provide guidance on overcoming shortcomings and inadequacies of dynamic weighing systems at toll stations.
Since the implementation of the National Assembly Resolution, mobile vehicle weight inspection stations and traffic inspectors using portable scales have inspected 61,269 vehicles.
Of these, 6,150 vehicles violated the law, 1,632 driving licenses were revoked, and 90.6 billion VND was paid to the State Treasury. This created a high consensus in society, a clear change in the awareness of local authorities, cargo owners, vehicle owners and drivers.
Up to now, most localities have maintained good control of vehicle load, curbed the recurrence of overloaded trucks and trucks violating cargo size, contributing to protecting traffic infrastructure, traffic safety, and environmental protection.
"In the coming time, the Ministry of Transport will continue to coordinate with agencies and localities to implement solutions to strengthen vehicle load control, contributing to protecting traffic infrastructure and ensuring traffic safety," the Ministry of Transport emphasized.
