According to Dr. Tsvetov, since its founding 95 years ago, the Communist Party of Vietnam has become the vanguard of the national liberation revolutionary movement. Throughout history, the Communist Party of Vietnam has decided the fate of the Vietnamese people at many different stages: in 1945, it established the Democratic Republic of Vietnam, followed by the struggle to protect independence and sovereignty, and fight against foreign invasion.

Russian scholars particularly emphasize the role of the Communist Party of Vietnam in the field of innovation, in the process of building a new Vietnam after the war. The Communist Party of Vietnam has creatively approached the issue of building a new society, the next step in Vietnam's development after the war, first of all in the period of 1976-1986 - the period of searching for a development path.

The Party has chosen the right path to ensure the great achievements in the fields of economy, social development, and international relations as it is today. Vietnam is currently a country with significant economic growth potential and is among the top 30 strongest economies. Politically, Vietnam has great prestige and is respected all over the world, including by powers such as Russia, China, and the United States. All these achievements are thanks to the leadership of the Communist Party of Vietnam.

"It can be affirmed with certainty that all victories of the Vietnamese people are due to the absolute, correct and creative leadership of the Communist Party of Vietnam," Dr. Tsvetov emphasized.

The Russian scholar also pointed out the pride that the first Vietnamese communists, the founders of the Communist Party of Vietnam, studied in Moscow. In the early 1920s, President Ho Chi Minh visited Soviet Russia. A group of Vietnamese revolutionaries came here to study at the schools of the Communist International.

Thanks to the theoretical and practical research of the Social Democratic Workers' Party (Bolsheviks) and the communist movement in general in the world, it can be said that it was in Moscow that leader Ho Chi Minh matured to choose national liberation for the Vietnamese revolution. He said that the national independence of Vietnam was closely linked to the struggle for socialism. The time he and his comrades (later also leaders of the Communist Party of Vietnam) Le Hong Phong and Tran Phu studied in Moscow was very meaningful.

In Moscow, at the Communist International, Nguyen Ai Quoc was noticed, was evaluated as being able to lead the Vietnamese people and even more, to lead the revolution in the entire Indochina Peninsula. The Vietnamese communists did not disappoint that trust, they founded the Communist Party in 1930, and under the leadership of the Party, the August Revolution was victorious, and on September 2, 1945, Ho Chi Minh declared Vietnam's independence, establishing the Democratic Republic of Vietnam.

According to Dr. Tsvetov, President Ho Chi Minh repeatedly spoke about the role of the Party as an organizer and builder of the Party, similar to the Bolshevik Party, in which he emphasized the role of propaganda and mobilization work in activities, mass mobilization work to unite all those fighting for national liberation and against colonialism in Vietnam. The previous revolutionaries of Vietnam learned a great lesson about how to build the Party and lead the people to victory.

And another important thing, Ho Chi Minh was one of the founders of the French Communist Party, but he realized that each country should have its own communist party that clearly understood the conditions of its country. Dr. Tsvetov noted that one of the main lessons in the activities of the Communist Party of Vietnam was to flexibly apply tactical and strategic methods, taking into account the characteristics of its own nation, the level of the working class and peasantry, and not to copy mechanically to choose the task of national liberation. In 1941, Ho Chi Minh founded the Viet Minh Front, gathering and uniting widely all classes, ethnicities, religions, and social groups to successfully carry out the revolutionary task. This is a testament to the flexibility and focus on national interests in the leadership of the Party, which is the most important characteristic of the Communist Party of Vietnam.

Assessing the Party's leadership role in the current national renovation and in its determination to reduce corruption and streamline the apparatus, the Russian scholar pointed out that in 1986, at the 6th National Congress, the Communist Party of Vietnam concluded that it was necessary to use the leverage of the market economy to develop the country, to improve the material and cultural life of the people, a goal that the Party always sets in all its policies. This is a revolutionary approach, the Communist Party of Vietnam has not hesitated to open the door to private capital and has changed the lives of the people, improving the development level of the whole country.

The Vietnamese economy today not only has a high growth rate but also accumulates enormous economic potential. Today, all citizens as well as foreigners can see with their own eyes the level of development of the country and the prosperous life of the people. The Party's renovation policy that allows all economic sectors to develop is the right policy and is confirmed through these successes.

Recently, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam declared that Vietnam is standing on the threshold of a new era - the era of national advancement. This is a well-founded statement, based first of all on the participation of the entire Vietnamese people in reaching new heights - in production, science and technology. Vietnam has caught up with the times, focusing on the 4th industrial revolution, making decisions related to the digitalization of the entire economy and all social life.

Dr. Tsvetov noted very important points in the leadership of the Communist Party of Vietnam, first of all administrative reform, including streamlining the state apparatus, reducing the number of ministries, secondly the fight against corruption, these directions are very important to demonstrate the determination of the Party. Although very difficult and complicated, the Party has realized that it must fight, because corruption is a social evil that seriously affects the economy, affecting economic development decisions.

According to Russian scholars, Vietnam is entering a new breakthrough phase. The task has been set by the Party leadership and the important thing is that these reforms and measures must be implemented at a modern level. In addition to the organizational aspect, Vietnam must have an appropriate level of scientific and technological development, and must train a new workforce that has a firm grasp of technology, understands how to use it and its capabilities.

Vietnam also needs this new quality human resource in the process of absorbing technology, especially from developed countries. The difference in development level between regions of Vietnam is also an issue that needs to be resolved. Third, the international situation is not really stable at present and reforms will be more effective in a peaceful environment.

Dr. Tsvetov emphasized that the Communist Party of Vietnam has proven itself not only to be an experienced and tested leadership organization, but most importantly, in its 95 years of leading the country and the national movement, the Party has not made any major mistakes. In the most dramatic periods and events of history, the Communist Party of Vietnam has gone from victory to victory: in 1945, it declared the establishment of the Democratic Republic of Vietnam, in 1954, it defeated French colonialism, and in 1975, it defeated American imperialism and reunified the country. All of this has strengthened the Party's prestige.

It is worth mentioning that the vast majority of people see that the Party is constantly moving, the Party is always researching and changing its methods and tactics. The general guidelines and ultimate goals are always affirmed, but the Party is very active in adapting to changes at home and abroad, taking advantage of favorable opportunities to develop the country. The strength of the Communist Party of Vietnam is based on its creative approach to problem solving and in fact the Party has always brought victory to the country and the people.
