Department of Home Affairs guides Vinh City to develop a plan to arrange commune-level administrative units.

The Department of Home Affairs has just issued a document to the Vinh City People's Committee guiding the development of a plan for commune-level administrative units.

The content of the document clearly states:

Implementing Conclusion No. 127/KL-TW of the Politburo and Secretariat dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system, on March 18, 2025, the Standing Committee of the Provincial Party Committee issued Notice No. 1742/TB-TU assigning the People's Committee to develop a Plan and Project to reorganize administrative units at all levels and build a 2-level local government model. The Provincial People's Committee issued Official Dispatch No. 2031/UBND-TH dated March 19, 2025, in which the Department of Home Affairs was assigned to preside over and coordinate with the People's Committees of districts, cities and towns to proactively advise on developing a Plan and Project to reorganize administrative units at all levels and build a 2-level local government model in Nghe An province to submit to the Provincial People's Committee before April 5, 2025. On March 20, 2025, the Department of Home Affairs issued Official Dispatch 837/SNV-XDCQ&CTTN requesting districts to develop a draft plan for commune-level arrangement.

To ensure compliance with the instructions of the Central Government, the Provincial Party Committee, and the Provincial People's Committee; the Department of Home Affairs requests the District People's Committee to pay attention to the following contents in developing plans:

1. The plan for arranging administrative units must ensure that they meet the standards prescribed in the draft Central Project (specific content in Official Dispatch 837/SNV-XDCQ&CTTN dated March 20, 2025). In particular, note the regulation that if the plan for arranging 5 or more administrative units at the commune level does not meet the standards, no additional entries are required.

Minimize the import of too much (exceeding the standards prescribed by the Central Government) to facilitate the management and service of the people and the arrangement of cadres and civil servants. In case the new administrative unit is arranged with a scale larger than the criteria, it must be proven that it ensures the conditions of economic and social infrastructure, especially information technology, digital transformation and the quality of the cadres and civil servants.

2. Encourage the original status quo, minimize the adjustment of part of the administrative unit of one commune to another to establish a new grassroots administrative unit. Research and coordinate with the People's Committees of adjacent districts to propose the original status quo arrangement of some commune-level units that have long had administrative boundary disputes, administrative boundary line inadequacies, and travel distance difficulties for people.

3. About the name of the administrative unit after the arrangement:

- The naming of commune-level administrative units after the arrangement must be carefully researched, thoroughly considered, and take into account traditional, historical, and cultural factors.

- Prioritize using the names of the administrative units before the merger to name the new administrative unit to minimize the impact on people and businesses due to the need to convert documents.

- The name of the new administrative unit needs to be easy to identify, short, easy to read, easy to remember, and promote the comparative advantages of each locality, in line with the integration trend.

- Local Party committees and authorities must unify awareness and be responsible for creating consensus among local people; contributing to preserving and promoting historical, traditional, cultural values ​​and the spirit of solidarity of the people towards the administrative units after the rearrangement.

4. Regarding determining the administrative-political center:

- Select the administrative-political center of one of the current commune-level administrative units as the administrative-political center of the new administrative unit to ensure that the commune-level local government quickly goes into stable operation.

- The administrative - political center of the new administrative unit has a favorable geographical location, synchronous economic - social infrastructure, especially the traffic system.

- The administrative - political center of the new administrative unit needs to have development space, in line with the socio-economic development orientation of the new administrative unit, ensuring harmony, rationality, avoiding imbalance, in line with the general economic development trend of the locality and creating new development space.

- Local Party committees and authorities have a unified awareness and are responsible for creating consensus among local people.

5. Based on the area scale, population and other conditions; based on the expected reduction rate of the central government after the rearrangement, the Department of Home Affairs proposes that the Vinh City People's Committee develop a plan to reduce the number of commune-level administrative units to 3 after the rearrangement.

This is a particularly important political task with urgent time and progress. We request the City People's Committee to urgently draft a plan and send it to the Department of Home Affairs according to regulations./.
