(NLDO)- According to Minister of Home Affairs Pham Thi Thanh Tra, after the Central Conference, there will be a national conference to implement the merger of provinces and rearrange the commune level.


Regarding the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government organization model, Minister of Home Affairs Pham Thi Thanh Tra said that after the Politburo meeting to agree on the policy, the Government Party Committee sent a project to collect opinions from ministries, branches and localities, then synthesized and reported to the Central Executive Committee, expected in mid-April 2025.

According to Minister Pham Thi Thanh Tra, after the Central Conference, there will be a national conference to implement the merger of provincial-level administrative units and rearrangement of commune-level administrative units.

With the above plan, the leader of the Ministry of Home Affairs emphasized that ministries and branches need to focus on issuing relevant guiding documents according to their authority and responsibility, as a basis for implementing the merger and arrangement after the Central Conference.

Regarding the arrangement of administrative units at district and commune levels, Ms. Pham Thi Thanh Tra said that we have had experience in previous implementations, so this is not a difficult task. Based on that experience, the upcoming arrangement is to expand the scale of provincial mergers and rearrange administrative units at commune level.

The head of the Ministry of Home Affairs said that after the Politburo meeting, all related contents and the number of provincial-level administrative units that must be rearranged and merged have become clear. At the same time, the two-level local government model (provincial and sub-provincial government) has also been clearly defined. Therefore, the commune-level administrative units (grassroots level) will be reorganized in the near future.

Currently, the country has 10,035 commune-level administrative units. Ms. Pham Thi Thanh Tra said that in the near future, the scale will be reorganized to only about 2,000 communes, each commune is almost a small district. The work related to the reorganization of commune-level administrative units is under the authority of the National Assembly Standing Committee and can be done immediately after the Central Executive Committee Conference.

Therefore, documents related to this matter need to be implemented urgently, and ministries and branches need to send them to the Ministry of Home Affairs soon to prepare for the national conference after the Central Executive Committee conference. Also related to the completion of the law, Ms. Pham Thi Thanh Tra said that Deputy Prime Minister Nguyen Hoa Binh has also directed an urgent review.

Accordingly, the review must be carried out very quickly to synthesize and send to the Ministry of Justice, proposing the Government to submit to the National Assembly a resolution to handle issues related to specialized laws on the organization of administrative units at all levels.
