In his concluding remarks, the General Secretary basically agreed with the draft Socio-Economic Report of the 14th National Party Congress and the opinions expressed at the working session. The General Secretary emphasized that socio-economic issues are very broad, difficult, highly specialized and rapidly changing, and need to be supplemented and updated regularly.

Regarding the directions for continuing to research, supplement, update and complete the draft Socio-Economic Report of the 14th National Party Congress, the General Secretary suggested that it is necessary to continue to research and evaluate more deeply the results of implementing the policy of streamlining the political system apparatus, and rearranging and reorganizing administrative units at all levels.
The General Secretary emphasized that this is not simply a matter of adjusting administrative boundaries but also a matter of adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources... At the same time, it is necessary to re-evaluate national planning, regional planning, planning and development orientation of provinces and cities.
Regarding the GDP growth model, the General Secretary requested that it is necessary to continue researching and clarifying the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development.
In particular, it is necessary to clearly and correctly define the roles of economic sectors, emphasizing the role of the private economy as an important driving force for GDP growth, increasing labor productivity, and creating jobs. At the same time, it is necessary to specifically orient the modern development of industry, agriculture, and services; it is necessary to form growth regions and poles with specific targets for contribution to the national GDP.
Regarding institutions, the General Secretary pointed out that this is a bottleneck that is being gradually removed to create a foundation for development. He suggested that the development and promulgation of laws must follow the practical situation, and that waiting for laws and mechanisms should not lead to delays and lost opportunities.
At the same time, it is necessary to research and reform processes and policies more strongly to meet development requirements, build a favorable legal environment, a transparent, safe, low-cost business environment, and make Vietnam a leading country in administrative reform, startups, innovation, and an open investment and business environment.

Turning institutions from bottlenecks into competitive advantages
Emphasizing the need to study solutions to implement synchronous and unified policies from the Central to the grassroots level, building a team of proactive cadres who serve the people and businesses, the General Secretary said that restructuring the apparatus and administrative units at all levels is an opportunity to screen the cadres, building a team that truly meets the requirements of national development in the coming period.
"We must turn institutions from bottlenecks into competitive advantages; we must innovate more strongly in developing human resources, especially high-quality human resources. The potential of Vietnamese people is not inferior to any nation in the world. We need to study to have stronger and more breakthrough solutions," the General Secretary emphasized.
The General Secretary suggested that it is necessary to continue to study and deepen specific solutions to mobilize resources. Carefully study the strategy to attract FDI capital as well as indirect investment capital in the new development stage of the country; mobilize capital from the people to participate in business, and circulate capital in the economy. Developing local economies with autonomy, decentralization, and delegation of power must ensure fairness and nurture development resources.
The General Secretary also noted that the report contents should be continued to be reviewed to ensure a balance between economic, cultural and social development. The ultimate goal is to improve and increasingly better meet the material and spiritual needs of the people; it is necessary to study growth policies so that the people's living standards correspond to the economic growth rate and the people can enjoy the achievements of economic development; it is necessary to quantify specific policies so that the people can see and evaluate them...
The General Secretary requested members of the Socio-Economic Subcommittee to continue to closely follow the situation, organize research, discuss thoroughly, absorb opinions from all levels, continue to supplement and perfect the draft Socio-Economic Report of the 14th National Party Congress, ensuring that it is truly a handbook for action to realize the goals of 2030 and 2045, bringing the country to prosperity and development, and improving people's lives.
