On April 12, according to Thanh Nien reporter's source, Ca Mau Department of Agriculture and Rural Development currently has 16 projects, with a total value of over 1,000 billion VND, that have not been finalized.
Accordingly, by August 31, 2023, the Department of Agriculture and Rural Development of Ca Mau had approved the final settlement but had not yet finalized 17 projects, with the approved settlement value of more than VND 1,334 billion. To date, this department has only finalized 1 project.
The reason why 16 projects have not been finalized, according to the leader of the Department of Agriculture and Rural Development of Ca Mau, is that these are old projects, received from previous departments and branches. The completion time has been very long, currently some contractors have dissolved, are no longer operating; some have changed their addresses (it is not known whether they are still operating or not); some have changed their ownership form, equitized, the new shareholders do not accept this old debt; some contractors do not cooperate in implementing the amount to be paid to the state budget, leading to difficulties in implementing the finalization of the completed project account.
"In the coming time, the Department of Agriculture and Rural Development will continue to direct relevant units to urgently handle the situation in accordance with regulations," a leader of the Department of Agriculture and Rural Development of Ca Mau informed.
Previously, the Department of Agriculture and Rural Development of Ca Mau reported on the difficulties, limitations, obstacles and causes in the process of implementing the settlement of investment capital and final settlement of investment capital of completed projects. In which, the department stated that there were still many projects that had been handed over from previous project management boards that had stopped implementation, but could not be submitted for approval for final settlement due to incomplete handover documents.
In particular, resettlement projects have many small items and some items have been invested and completed for a long time (more than 10 years), but the allocated capital is limited (not allocated by the Central Government enough according to the total investment) and some other reasons, so up to now, most of the projects have been delayed and the project implementation period has ended.
In addition, at the time of project implementation, the Law on Public Investment and legal documents on construction investment were not yet complete, leading to the situation where quality management records and product records were not strictly managed and fully handed over; the process of merging project management boards had to circulate records through many periods, leading to the loss of some records. Therefore, when receiving the handover of the project from the (old) departments and branches, there were many missing records, so it was impossible to prepare and submit the settlement records to the specialized unit with full components according to current regulations...
