At the 18th conference held on April 3, Phu Ninh District Party Committee organized to give comments on the draft Project on rearranging commune-level administrative units (ADUs) for the period 2023 - 2025 submitted by the District People's Committee.

According to the draft, after merging Tam Vinh commune into Phu Thinh town, the new administrative unit has a natural area of ​​20.32 km2 , reaching 145.1% of the standard; population size of 11,029 people, reaching 136.65% of the standard. The conference discussed and agreed on the naming of the new administrative unit after the merger with the option of taking the name Phu Thinh town.

Mr. Huynh Xuan Chinh - Chairman of Phu Ninh District People's Committee explained that this name was highly agreed upon by the people of the two localities when Phu Thinh town was established on the basis of adjusting the administrative boundaries of Tam Vinh commune according to Resolution No. 62 dated December 21, 2009 of the Government. Since its establishment, Phu Thinh has been the central town of the district, recognized by the competent authority as a type V urban area, and is known to many people when coming to Phu Ninh.

Keeping the name Phu Thinh will facilitate the continued implementation of programs, tasks and attracting investment resources to develop the district's central urban area.

In addition, when Phu Thinh town was established, local people had to adjust their records and related documents from Tam Vinh to Phu Thinh. When the new town was established, nearly half of the population did not have to change any related documents. By the time voters' opinions on the draft project are collected, the district will agree on the name of the new administrative unit.

Explaining further to the conference, according to Mr. Chinh, in the period of 2023 - 2025, Phu Ninh has 1 administrative unit subject to rearrangement, which is Phu Thinh town, because it simultaneously meets 2 standards of natural area and population size below 70% of the regulations. Meanwhile, in the period of 2026 - 2030, Tam Vinh commune is subject to rearrangement, because it simultaneously meets 2 standards of natural area and population size below 100% of the regulations.

“The plan to maintain Phu Thinh town and adjust part of the natural area and population of neighboring communes to Phu Thinh town cannot be implemented because the area and population of the remaining neighboring communes do not meet the regulations of Resolution No. 1211 dated May 25, 2016 of the National Assembly Standing Committee.

When merging Tam Vinh commune into Phu Thinh town, the criteria for a type V urban area will be basically met. The infrastructure and cultural institutions in these two units after the merger will be basically stable; convenient for management of administrative boundaries and traffic," said Mr. Chinh.

Solving the staff problem

Regarding the plan and roadmap for arranging headquarters and public assets, according to the People's Committee of Phu Ninh district, the new administrative unit will use the current headquarters of Phu Thinh town to work and conduct administrative transactions with citizens. The remaining headquarters of Tam Vinh commune will be handed over to the town police for use according to the plan agreed upon by the provincial police.

Mr. Ninh Quang Thanh - Head of the Phu Ninh District Internal Affairs Department said that after the reorganization, the new administrative unit has 20 cadres and 18 civil servants. According to regulations, there will be 18 surplus people, which need to be arranged, reorganized, and restructured in the period from 2024 to 2029.

The Standing Committee of Phu Ninh District Party Committee assigned the organizational and internal affairs departments to coordinate in preparing personnel plans, have a project, decide on the establishment of a party organization, appoint the Party Committee, the Standing Committee of the Party Committee, and key positions in the new administrative unit after the merger.

“The settlement of surplus staff is in accordance with the 5-year roadmap, ensuring the selection of qualified and capable people to take on job positions in the fields of the new administrative unit.

The District Department of Internal Affairs coordinates with the District Party Committee's Organization Board to review plans for which comrades will be transferred, stay on the job, or wish to retire early to make appropriate calculations," said Mr. Thanh.

Mr. Vu Van Tham - Secretary of Phu Ninh District Party Committee noted that the heads of local Party committees and authorities subject to rearrangement must be imbued with viewpoints, grasp policies, fully understand theory and practice to propagate and mobilize to create common consensus.

With high political determination, by the end of the third quarter, the two localities aim to strive to complete the key political tasks set out in 2024. Along with that, focus on resolving the problems and concerns that have been pointed out, creating favorable conditions for the merger.
