The people agree.

Following the province's roadmap, on May 20, 2024, the People's Council of Tam Vinh commune and the People's Council of Phu Thinh town held a meeting to pass a resolution on unifying the principle of merging commune-level administrative units in the area.

Although the time allocated for implementing the plan to reorganize commune-level administrative units in Phu Ninh district was limited, the local authorities ensured that the process and procedures were followed correctly; in particular, they received the consensus of 100% of voters in Phu Thinh town and over 96% of voters in Tam Vinh commune.

As a respected party member assigned to promote the policy of merging commune-level administrative units in the area, Mr. Pham Binh - Chairman of the Elderly Association of Tam Vinh commune, said that most people agree with the merger plan.

Currently, Tam Vinh has an agricultural workforce accounting for over 95%, and the lives of its people are still difficult. Therefore, the people request that the higher authorities pay attention to and invest in Tam Vinh so that after the merger, it can develop to a level befitting an urban center of the district, especially in terms of infrastructure and the transformation of the local economy .

According to the merger plan of the Phu Ninh District People's Committee, the consolidation of the entire area and population of Phu Thinh town and Tam Vinh commune (two administrative units that do not meet the standards for area and population size) to form a new administrative unit is consistent with the actual conditions of the locality.

This aims to rationally organize administrative units, streamline the apparatus, ensure effective management and operation, and concentrate state and social resources on socio-economic development.

The name of the new administrative unit after the merger is Phu Thinh town, in accordance with Resolution No. 35 dated July 12, 2023 of the Standing Committee of the National Assembly and the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Retaining the name Phu Thinh town will facilitate the continued implementation of programs and tasks, and attract investment resources for the development of the district's central urban area. Town residents will not need to change or adjust any related documents.

Ensuring the criteria for a Type V urban area are met.

Unlike other localities in the province with commune-level administrative units subject to restructuring in the 2023-2025 period, Phu Ninh is implementing a plan to merge commune-level administrative units with town-level administrative units to establish new urban administrative units.

With expanded space for development, will the new urban area - Phu Thinh town - meet the current criteria for a type V urban area?

Regarding this matter, Mr. Vu Van Tham, Secretary of the Phu Ninh District Party Committee, stated that according to the district's statistics, the newly merged urban area has met 82 criteria, ensuring it meets the standards for a type V urban area (the regulation requires 75 or more criteria to meet the standards for a type V urban area), of which 35 criteria are exceeded, while the rest meet or fall short of the standards.

Following the merger, the district will make good use of resources, especially the provincial investment in urban development of approximately 30 billion VND per year, to focus on improving the criteria that have not yet been met.

With investment support from all levels, the entire political system and local people are striving to build the new town of Phu Thinh into a developed urban center worthy of the district.

Regarding personnel matters, Mr. Tham affirmed that the Standing Committee of the District Party Committee had held thorough discussions and developed appropriate plans for personnel placement based on job positions, potentially involving transfers to the district level or to other communes currently lacking staff.

The handling of redundant personnel is being carried out according to the central government's five-year roadmap, without being complacent or hasty. Based on the provincial People's Council resolution, the district People's Council will also consider and issue a mechanism to support officials who wish to resign or retire early due to the reorganization of administrative units.

"The entire political system of both localities has been involved in effectively disseminating information to the people about the policy of merging commune-level administrative units in the district."

"Over 96% of voters in Tam Vinh commune and 100% of voters in Phu Thinh town agree with the district's policy of merging administrative units, clearly demonstrating that the Party's will aligns with the people's aspirations," said Mr. Vu Van Tham.
