The dossier for the administrative unit reorganization plan at the district and commune levels for the period 2023-2025 in Quang Nam province is currently being submitted to the Central Government for appraisal. In the plan, the option of merging Tam Vinh commune and Phu Thinh town has been carefully discussed and calculated, receiving very high consensus from voters in both localities (over 96.7%).
The urban classification plan for the expanded Phu Thinh town was developed by the Phu Ninh District People's Committee, and the Chairman of the Provincial People's Committee has issued a decision recognizing it as a Type V urban area.
Mr. Huynh Xuan Chinh, Chairman of the Phu Ninh District People's Committee, shared that, with the agreement of the Central Government and the province, the District People's Committee based its assessment and development of the urban classification plan for the new administrative unit after reorganization on two plans: the current Phu Thinh town plan and the general plan of Tam Vinh commune. The most recent conclusion of the National Assembly Standing Committee requires Quang Nam to submit a decision approving the task of preparing the general plan for Phu Thinh town after reorganization.
At the recent 16th session, authorized by the Provincial People's Committee, the Phu Ninh District People's Committee submitted to the Phu Ninh District People's Council for consideration and approval the task of developing a general planning scheme for the expanded Phu Thinh town until 2030 and 2045, allocating over 1.7 billion VND for its implementation.
According to Mr. Nguyen Huu Hung, Head of the Economic and Infrastructure Department of Phu Ninh District, the preparation of the general planning for Phu Thinh town is necessary and urgent, and must be completed in 2025.
The General Planning Project for the expanded Phu Thinh town, Phu Ninh district, for the period up to 2030 and 2045, serves as the legal basis for the expanded Phu Thinh town to organize investment in the construction of urban infrastructure, functional areas, and urban development areas. This will then provide a basis for adjusting the urban development program and architectural management regulations, ensuring that it meets the criteria of a type V urban area.
After the Provincial People's Committee approved the task outline and budget for the general planning of the expanded Phu Thinh town, the Phu Ninh District People's Committee proceeded to select a consulting unit, organize surveys, develop plans, and gather opinions from the people, localities, and organizations to finalize the plan before submitting it to the District People's Council for approval and then to the province for approval.
