According to the report of Phu Ninh District People's Committee and the Department of Construction, the urban classification assessment includes 5 criteria. Up to now, Phu Thinh urban area has achieved 82.43 points out of the minimum standard score of 75 points. Of the 5 criteria according to regulations, no criterion is below the minimum standard score.
Some criteria achieved the maximum standard score such as: location, function, and role standards of the new town were assessed at 5/5 points; the non-agricultural labor rate reached 6/6 points. Through analysis, evaluation, and scoring of the criteria, it can be seen that the expanded Phu Thinh town fully meets the criteria for a type V urban area.
As the only commune-level administrative unit of the province to merge communes with urban towns (Tam Vinh commune with Phu Thinh town), at the 14th Session of the People's Council of Phu Ninh district (term XII), the District People's Committee submitted a proposal to approve the Project to classify the expanded Phu Thinh town to meet the criteria of a type V urban area.
In the report on examining this content, the Legal Committee of the People's Council of Phu Ninh district stated that: In recent years, the urbanization rate has been slow and somewhat spontaneous, the urban economy has not had many breakthroughs. Technical infrastructure and social infrastructure have not been invested synchronously, urban utilities are still lacking, the quality of life and income of Phu Thinh urban residents are still low. State management of urban areas still has many limitations, current status management is not effective, urban development plans are still affected by problems with site clearance and resources for implementation.
From the above situation, the Legal Committee of Phu Ninh District People's Council proposed that the District People's Committee propose breakthrough orientations and solutions for urban development in the coming time. In particular, it is necessary to determine that planning work always comes first in the process of urban construction and continue to complete and review the general planning 1/5,000, zoning planning 1/2,000, detailed planning 1/500 to serve as a basis for proposing competent authorities to adjust shortcomings that are not suitable to reality, in order to serve the management and infrastructure investment work, and soon complete the urban development program.
At the same time, accelerate economic development; mobilize all resources to the maximum and effectively use capital sources to meet the needs of urban construction and development. Implement capital mobilization solutions, attract investment in many forms to create investment resources for urban development. In particular, focus on investment in the fields of developing transport infrastructure, urban landscape, trade, services, etc.
According to the Project on merging district and commune-level administrative units in the province for the period 2023 - 2025 of the Provincial People's Committee, which has just been approved by the Provincial People's Council, the entire natural area and population size of Tam Vinh commune (natural area of 13.84 km 2 , reaching 46.13% and population size of 5,607 people, reaching 70.09% compared to the standard) and Phu Thinh town (natural area of 6.48 km 2 , reaching 46.29% and population size of 5,321 people, reaching 66.51% compared to the standard) will be merged to establish the new Phu Thinh town.
After its establishment, Phu Thinh town has a total natural area of 20.32 km2 and a population of 10,928 people; ensuring both criteria on natural area and population size according to Resolution No. 1211 dated May 25, 2016 of the National Assembly Standing Committee.
