Today, October 17, the Provincial People's Council's Legal Committee worked with the Department of Home Affairs to supervise the implementation of Resolution 88, dated December 9, 2022 of the Provincial People's Council and the draft resolution of the Provincial People's Council stipulating support policies for commune-level cadres, civil servants and non-professional workers at the commune level to streamline the payroll (retire early, quit) due to redundancy due to the arrangement of commune-level administrative units in the province in the period 2023-2030. Head of the Provincial People's Council's Legal Committee Nguyen Van Khoi chaired the meeting.
After nearly 2 years of implementing Resolution 88 of the Provincial People's Council, up to now, 23 commune-level officials and civil servants have been supported and encouraged to reduce their staff to enjoy the policies of Resolution 88, with a total support budget of more than 3.1 billion VND, an average of 137.7 million VND per person.

There are currently 9 redundant commune-level officials and civil servants due to the administrative unit rearrangement in the 2019-2021 period. The redundancy must be resolved by December 31, 2024.
It is expected that in the period of 2025-2030, the total number of redundant commune-level cadres, civil servants and part-time workers due to administrative unit rearrangement in Quang Tri province will be about 170 people; of which 110 are redundant cadres and civil servants and 60 are redundant part-time workers.
The total estimated budget to support the implementation of the policy of streamlining staff due to administrative unit rearrangement in the 2025-2030 period is about 17.5 billion VND.
The draft resolution of the Provincial People's Council stipulates the policy to support commune-level cadres, civil servants and non-professional workers at the commune level to streamline the payroll due to surplus due to administrative unit arrangement in the 2023-2030 period, allocating implementation funding from regular funding sources according to the current budget allocation assigned during the budget stabilization period of commune-level administrative units implementing the arrangement.
The new point compared to Resolution 88 is that the provincial budget considers supporting localities with difficulties in funding sources.
Concluding the meeting, Head of the Provincial People's Council's Legal Committee Nguyen Van Khoi highly agreed with the draft resolution of the Provincial People's Council regulating policies to support commune-level cadres, civil servants and non-professional workers at the commune level to streamline the payroll due to redundancy due to administrative unit arrangement in the 2023-2030 period.
At the same time, the Department of Home Affairs is requested to advise the Provincial People's Committee to direct and thoroughly resolve the implementation of support policies for commune-level cadres and civil servants to reduce staff due to redundancy due to administrative unit rearrangement in the 2019-2021 period.
From there, propagate, mobilize, and encourage cadres, civil servants, and part-time workers at the commune level to voluntarily reduce staff due to redundancy due to the next phase of administrative unit arrangement.
