Reorganize and innovate agricultural and forestry company operations

(Quang Ngai Newspaper) - To promote development and improve the efficiency of agricultural and forestry companies (AFF) after restructuring and innovation, recently, specialized sectors and local authorities have supported and removed obstacles, associated with the implementation of policies and legal regulations on land management and use.

Implementing Resolution No. 30/NQ-TW dated March 12, 2024 of the Politburo on continuing to arrange, innovate and develop, and improve the operational efficiency of the NLN company, the province has developed and the Government has approved the Overall Plan for arranging, innovating, and improving the operational efficiency towards equitization (EQ) for the 24/3 Agriculture and Forestry One Member Co., Ltd., restructuring Ba To Forestry One Member Co., Ltd. and dissolving Tra Tan Forestry One Member Co., Ltd.

Prosperity after conversion

According to the assessment of the Department of Agriculture and Environment (DARD), up to now, Ba To Forestry One Member Co., Ltd. and 24/3 Agriculture and Forestry One Member Co., Ltd. have basically completed the arrangement and innovation associated with restructuring, production development, and improving business efficiency. As for 24/3 Agriculture and Forestry Joint Stock Company, after converting to a joint stock form (meaning the State does not hold controlling shares - PV), production and business activities have gradually improved. The representative of 24/3 Agriculture and Forestry Joint Stock Company said that after converting the model, the company innovated the management mechanism, strengthened linkages and cooperation to diversify resources, and effectively promote investment capital sources. To effectively use land, the company focused on investing in building infrastructure for electricity, roads, irrigation systems, and equipment and machinery for mechanized production. At the same time, selecting crops and livestock with high economic value, combined with enhancing the application of science and technology, applying monitoring and management systems, contributes to improving productivity and product quality.

Ba To Forestry One Member Co., Ltd. (Ba To) diversifies production and business forms, contributing to creating jobs and increasing income for workers.

Ba To Forestry One Member Co., Ltd. has also gradually stabilized its operations after restructuring, ensuring the effective management and use of land areas allocated by the State. In addition to providing forest environmental products and services to hydropower plants, the company has increased the production of forestry seedlings; planted, cared for and managed the protection of planted forests; exploited and processed wood, gradually improving the efficiency of production and business activities.

Director of the Department of Agriculture and Environment Ho Trong Phuong said that after the reorganization and innovation, the agricultural and forestry companies in the province have changed their management methods, gradually stabilizing and improving their operational efficiency, contributing to creating jobs for workers and solving the shortage of land for production of the people. In particular, the 24/3 Agriculture and Forestry Joint Stock Company has gradually formed a concentrated, large-scale, highly efficient agricultural and forestry production model, aiming at developing a circular and sustainable economy. Therefore, along with supporting and removing difficulties and obstacles, the department continues to review the current status, clearly defining the area and purpose of land use managed and used by agricultural and forestry companies. Assessing the efficiency of production, business, management and land use of agricultural and forestry companies in the new period, to orient and advise the province to issue appropriate development plans and solutions. Like Ba To Forestry One Member Co., Ltd., continues to aim for the plan to convert to operating under the nature reserve model.

There are still many difficulties.

Despite many positive changes, NLN companies still face many difficulties after converting their operating models, mainly due to limited resources, insufficient and weak human resources, and financial and land problems. Even the review, measurement, marking and granting of land use rights with localities only stop at the level of agreement, not implemented in the field, leading to the situation of people encroaching and encroaching. Or households that have been contracted land for a long time but refuse to hand it over, causing the company to face many difficulties in management and use.

In the forest in Ba Nam commune (Ba To), there is still a situation of people encroaching on forest land, affecting the effectiveness of land management and use, as well as the operations of Ba To Forestry One Member Co., Ltd.

Director of Ba To Forestry Company Limited, Do Kim Bay, said that the production and business cycle (forest planting) is long (from 6 to 7 years), leading to slow capital recovery. Meanwhile, the State has not had specific incentive policies for forest planting projects of NLN companies, so the company cannot access loans from banks. Therefore, the progress of implementing forest planting projects is slow, and production and business efficiency is low.

Vice Chairman of Tra Bong District People's Committee Tran Van Suong said that after converting the operating model, the NLN companies have not attracted capital, leading to low efficiency in using land and forest resources. Along with that, the mechanisms, policies and regulations of the law are still inconsistent and not suitable for practice, leading to many difficulties for NLN companies after restructuring and innovation. Therefore, the State needs to have support policies, tax incentives and credit, so that NLN companies have conditions to invest in production and business associated with ensuring national defense, security and social security in remote areas. In addition, relevant departments, branches and agencies and units need to support and thoroughly handle existing problems, maximize land resources of agricultural and forestry origin for socio-economic development, avoiding loss and waste.

Reorganizing and innovating agricultural and forestry companies contributes to solving the shortage of production land for people in Pho Nhon commune (Duc Pho town).

According to Director of the Department of Agriculture and Environment Ho Trong Phuong, the department has advised the province to propose to central ministries and branches to consider submitting to the Government a special financial mechanism for agricultural and forestry companies after completing the project of innovation, reorganization, and improving operational efficiency; including regulations on funding to support resolving financial problems for agricultural and forestry companies that have been dissolved but are unable to pay. In addition to the support of the State, agricultural and forestry companies need to make efforts to restructure and increase the application of technology to improve production efficiency as well as land and forest management and use. The focus is on forming concentrated and intensive agricultural, forestry and commodity production areas, linked to processing industry and markets.

Along with that, local authorities need to closely coordinate with relevant levels, sectors, agencies and units in reviewing and resolving difficulties for NLN companies, avoiding the situation of "outright contracting" to specialized agencies. At the same time, promote propaganda and disseminate laws widely to people, especially households receiving land contracts, to be aware of their responsibilities, not to encroach on land, affecting the production and business plans of enterprises.
