In the 2023-2024 school year schedule, the Ministry of Education and Training clearly stated: The Director of the Department of Education and Training decides to let students take time off from school in case of extreme weather, natural disasters and arrange make-up classes; ensure teachers' time off during the school year.
With this regulation, the decision to allow students to take time off from school when the weather is too cold or too hot will be determined by the Director of the Department of Education and Training of each locality.
According to regulations of many Departments of Education and Training in the Northern region, if the weather is below 7 degrees Celsius, middle and high school students will be off and study at home.
The Hanoi Department of Education and Training requests that heads of education and training departments and school principals maintain monitoring of information on outdoor temperatures in Hanoi during the days of severe cold, which is broadcast in the weather forecast bulletin on the "Good Morning" program on VTV1 channel, Vietnam Television and the "Hanoi Morning" program on H1 channel, Hanoi Radio and Television at 6am every day.
"Preschool and primary school students are off school when the outdoor temperature is below 10 degrees Celsius; middle school and high school students are off school when the outdoor temperature is below 7 degrees Celsius," the Department stated.

Vinh Phuc also informed all parents and schools to let preschool and primary school students stay home to avoid the cold when the outside temperature drops below 10 degrees Celsius. Secondary and high school students can stay home when the temperature is below 7 degrees Celsius.
The Department of Education and Training of this province also reminded schools not to organize outdoor activities for students during extremely cold days. Schools need to coordinate with parents to remind students to wear enough warm clothes, eat nutritious food, and maintain their health.
The school does not require students to wear uniforms on cold days, and at the same time, it increases inspection and timely repair of doors of classrooms, functional rooms, boarding rooms, dining rooms... to ensure they are windproof, have enough light and keep students warm.
Phu Tho allows preschool and primary school students to stay home when the lowest outdoor temperature in Phu Tho is below 10 degrees Celsius, and secondary and high school students to stay home when the lowest outdoor temperature is below 7 degrees Celsius.
Localities have instructed schools to monitor weather developments in the “Good Morning” program of Vietnam Television broadcast at 6:15 a.m. and Phu Tho Radio and Television every day to proactively notify parents to temporarily suspend school.
Bac Giang requires schools to proactively respond to severe cold spells and regularly monitor information about outdoor temperatures broadcast on weather forecasts on VTV1 channel of Vietnam Television and Bac Giang Radio and Television Station at around 6am every day.
Based on the actual weather in each locality, schools are allowed to proactively let students take a day off (kindergarten and primary schools take a day off when the temperature is 10 degrees Celsius or lower; secondary schools take a day off when the temperature is 7 degrees Celsius or lower). Schools clearly announce the winter break regulations to all students and parents through communication means.
Nam Dinh has a regulation that preschool children will be off school when the outdoor temperature is below 10 degrees Celsius. Primary school students will switch to online learning when the outdoor temperature is below 10 degrees Celsius. Secondary and high school students will switch to online learning when the outdoor temperature is below 7 degrees Celsius.
Educational institutions and parents can follow the outdoor weather forecast in Nam Dinh area, which is broadcast on the Weather Forecast Bulletin on Vietnam Television (VTV1), the program "Good Morning" or Nam Dinh Radio and Television (NTV), the program "Hello New Day", at 6:00 a.m. every day.
The province also requires schools to adjust school hours on days of severe cold, based on weather conditions in each region, so that students do not have to arrive at school too early. In cases where students arrive late to school due to weather, solutions must be found so that students do not have to miss school.

The National Center for Hydro-Meteorological Forecasting reported that the cold spell will last until January 25, with the lowest temperature in the Northern Delta at 7-10 degrees Celsius and in mountainous areas below 0 degrees Celsius. The highest daytime temperature in Hanoi is only 15 degrees Celsius.
This is the second severe cold spell in the winter of 2023-2024. The first spell on December 17-27, 2023, Mau Son dropped to minus 2.5 degrees Celsius, the lowest in the past 11 years.
