Reporting at the conference, Mr. Vo Hong Thai - Deputy Chief of Office of the Provincial Traffic Safety Committee said that in the first 6 months of the year, the member agencies of the Provincial Traffic Safety Committee, the Traffic Safety Committees of districts, towns and cities have seriously and resolutely deployed the work. The Standing Committee of the Provincial Traffic Safety Committee, the member agencies of the Provincial Traffic Safety Committee continue to enhance the responsibility and effectiveness of coordination between agencies, units and localities, focusing on promoting propaganda to ensure traffic safety in the province in many diverse forms, suitable for each subject. The Traffic Safety Committees of districts, towns and cities promote thematic propaganda, integrating traffic safety into meetings and conferences at agencies and units. The Traffic Safety Committees of communes and wards increase propaganda by loudspeakers, radio stations of communes and wards, via social networks Zalo, Facebook... to local people. Units promptly maintain, repair, patch, repaint faded road markings, supplement and replace damaged signs, install lighting systems... to ensure convenient and safe travel for people.
The provincial police and the Department of Transport have directed functional forces to increase patrols, control, and handle violations of traffic safety, focusing on checking and handling drivers who violate regulations on alcohol and drug concentrations, technical safety, overloading, and exceeding the prescribed number of people; regulations on wearing helmets when riding motorbikes and scooters, and wearing seat belts when sitting in cars; regulations on conditions for inland waterway transport business, technical safety, and environmental protection for inland waterway vehicles, and other violations that are direct causes of traffic accidents. Functional forces have increased inspection and handling of overloaded vehicles transporting goods using portable scales and at mobile vehicle weight inspection stations, and have resolutely and strictly handled violations.
On the road, the authorities organized more than 26,300 patrols and inspections; made 19,840 records, and issued decisions to punish over 15,900 cases. On inland waterways, the authorities organized 619 inspections; made 33 records; and issued decisions to punish 31 cases. The traffic safety situation in the province was stable, with no traffic jams, illegal racing, or resistance to law enforcement officers. Ben Cau district is a locality with a sharp decrease in traffic accidents in all three criteria.
Common traffic violations include: alcohol concentration (38.52%); speeding (10.95%); handing over the vehicle to an unqualified person (9.81%); not paying attention (22.64%); driving on the wrong side of the road (20.75%); violating regulations when changing direction (20.75%); overtaking without ensuring safety (11.32%)... The age group causing accidents is mainly from 18 to 55, the time frame is from 12 o'clock onwards, mainly motorbikes (40 cases).
At the conference, delegates discussed and evaluated the activities of the Traffic Safety Committee at district and commune levels in recent times; coordination between the province, district and commune; traffic accident situation in the area; awareness of law compliance of traffic participants; violations that are the main causes of accidents; propaganda and dissemination of traffic safety laws to all classes of people; management and maintenance of the road traffic system; attention to implementing effective and feasible solutions such as: identifying black spots and dangerous spots to propose solutions to handle and overcome the situation of drinking and driving, improving the application of information technology in ensuring traffic safety, especially the installation of surveillance camera systems to raise people's awareness...

Speaking at the conference, Mr. Nguyen Tan Tai - Director of the Department of Transport requested member agencies of the Provincial Traffic Safety Committee, Traffic Safety Committees of districts, towns and cities to continue to deploy and synchronously implement tasks and solutions to ensure traffic safety according to the direction of the Government, the National Traffic Safety Committee, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Traffic Safety Committee. Disseminate to cadres, civil servants, public employees, union members, association members and workers Directive No. 23-CT/TW dated May 25, 2023 of the Secretariat on strengthening the Party's leadership in ensuring traffic safety in the new situation; set an example in strictly complying with regulations on ensuring traffic safety.

The Public Security sector continues to strictly implement the Ministry of Public Security's plan to strengthen patrols, control, and handle violations of traffic safety; the plan to conduct general inspections of container vehicles and passenger cars in the province. The Transport sector presides over and coordinates with the Provincial Public Security and the People's Committees of districts, towns, and cities to review all traffic problems on national highways, provincial roads, and urban roads, especially black spots and potential traffic safety risks... urgently remedy matters within its authority, and make written recommendations to competent authorities for handling matters beyond its authority; continue to strengthen state management of transport business units, training centers, and driving license testing centers under the direction of the Ministry of Transport.
From December 15, 2022 to June 14, 2023, there were 53 road traffic accidents in the province, killing 29 people and injuring 26 people. Compared to the same period in 2022, there were 14 more cases (53/39, rate 35.9%), 12 more deaths (29/17, rate 70.59%), and 5 fewer injuries (26/31, rate -16.13%). There were no inland waterway traffic accidents.
