(NLDO) - Of the two design options for the Da Lat City bypass project, departments and agencies highly appreciate option 2 because it is more feasible.
On March 23, Lam Dong Provincial People's Committee directed the Provincial Traffic Project Management Board (PPMB) to continue to complete the preliminary design plan, evaluate the advantages and disadvantages, review the total investment and investment efficiency for the two construction plans of the Da Lat City bypass road, from the foot of Prenn Pass to Xuan Tho Commune.
The Da Lat City bypass is expected to start at the foot of Prenn Pass and end at Xuan Tho Commune. When completed, it will reduce traffic pressure on the city and increase development potential for communes on the outskirts of Da Lat.
According to the proposal of the Provincial Traffic Project Management Board, the project was approved by the Provincial People's Council in July 2023 with a length of more than 9.5 km, designed to meet the standards of a grade III mountainous road. The starting point of the route is at the foot of Prenn Pass and the end point is in Xuan Tho Commune, Da Lat City. This unit proposed 2 options for project construction.
Option 1 is a 9.43 km long route, with 6 bridges with a total length of about 780 m to overcome the slope according to the terrain. The total investment for this option is 655 billion VND. This option has a low total investment and simple construction solutions. However, the excavation volume will be large, about 2.1 million m3, affecting forest land, large dumping volume and risk of landslides during exploitation.
Option 2 is for the entire route to be approximately 10.47 km long with 6 long bridge locations totaling 1.3 km in length - including a spiral bridge to overcome terrain. The total investment capital for this option is estimated at 730 billion VND.
If built according to this plan, the bypass road will connect with the Flower Trading Center planning, thus increasing the efficiency of operation. Although the cost of site clearance is higher than plan 1, site clearance will only be carried out once for the 2 projects of the bypass road and the Flower Trading Center.
The volume to be excavated according to option 2 is only about 1.2 million m3, reducing the scope of forest land occupation, landscape environment, reducing waste volume, reducing construction costs as well as creating a landscape highlight for the gateway to Da Lat city.
At the working session between the departments and Da Lat City to evaluate the two options, representatives of the Departments of Finance, Construction, Agriculture and Environment, and Da Lat City People's Committee all highly appreciated and agreed with the proposal to choose option 2 of the Provincial Traffic Project Management Board, to submit to the Provincial People's Committee for consideration.
However, both design options of the Provincial Traffic Management Board are higher than the total investment approved by the Provincial People's Council (option 1 is 655 billion VND, option 2 is 730 billion VND compared to the approved 400 billion VND), so if implemented, the total investment must be adjusted.
Besides, currently the proposed plans have not been updated in the adjusted Plan 704; the adjusted Plan 704 has not been approved by the competent authority, so it is not qualified to implement the adjustment of investment policy in the current period.
To resolve the problems, the Department of Finance proposed that the Provincial People's Committee direct the Provincial Traffic Project Management Board to continue to complete the preliminary design plan, review the total investment, investment efficiency, and further analyze the advantages and disadvantages to propose to the Provincial People's Committee to decide on the route plan.
