Inspection delegation 1911 of the Politburo works in Dien Bien

On March 23, Inspection Delegation 1911 of the Politburo and Secretariat, led by Mr. Le Hoai Trung, Secretary of the Party Central Committee and Chief of the Party Central Committee Office, had a working session to approve the draft inspection report for the Standing Committee of the Dien Bien Provincial Party Committee.

At the working session, the Inspection Delegation assessed that the Standing Committee of Dien Bien Provincial Party Committee had thoroughly grasped and seriously and effectively implemented the resolutions, directives and conclusions of the Central Committee.

The inspection contents include: Summary of the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Conclusion 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing Resolution 18 associated with the establishment and operation of new Party committees.

Effective implementation of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party; Conclusion No. 118-KL/TW dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35.

Thoroughly grasp and seriously implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more.

Carefully prepare conditions for the successful organization of Party congresses at all levels; develop a personnel plan for Party committees to ensure sufficient standards, conditions and proportions of young, female and ethnic minority cadres; focus on thoroughly resolving citizens' complaints and denunciations (if any).

The inspection team also pointed out a number of limitations that need to be overcome by the Standing Committee of Dien Bien Provincial Party Committee in the coming time; at the same time, the inspection team also made a number of recommendations for Dien Bien province to ensure the synchronous implementation of solutions to complete well and comprehensively the requirements in the resolutions, directives and conclusions; step up the inspection and supervision of the implementation of the Central's directives, resolutions and conclusions, to promptly remove and resolve difficulties.

Regarding the implementation of Resolution 18, the Inspection Team suggested that Dien Bien should complete the streamlining of the provincial apparatus according to the direction of the Central Government on schedule; continue to do a good job of grasping the ideological situation of cadres and party members to create unity in implementing major policies of the Central Government; direct the Provincial People's Committee to promptly issue criteria and assessment regulations to review and screen civil servants to implement the plan to streamline at least 20% of civil servants and public employees receiving salaries from the state budget.

Regarding the implementation of Resolution 57, Dien Bien needs to urgently issue an action program of the Provincial Party Standing Committee to implement the Resolution and a plan of the Provincial People's Committee to implement Resolution 03 of the Government; allocate budget for the fields of science, technology, innovation and digital transformation in accordance with Resolution 57 and in accordance with the actual conditions of the province.

Regarding the implementation of Conclusion 123-KL/TW, the Inspection Team recommends that Dien Bien province continue to review; accelerate the progress of key projects and works and disburse public investment capital; completely handle backlogged projects, or stop construction to complete and put into use to avoid waste. Direct the development of a plan to arrange and immediately use redundant headquarters of agencies merging district-level administrative agencies in conjunction with the implementation of Conclusion 127-KL/TW to effectively use resources, avoid waste and negativity, and contribute to the growth target.

During the working session, on behalf of the Standing Committee of Dien Bien Provincial Party Committee, Mr. Tran Quoc Cuong, member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee, received the opinions mentioned by the Inspection Team. Based on the draft inspection results report and the opinions at the working session, the Standing Committee of Dien Bien Provincial Party Committee will organize experience sharing, overcome shortcomings and limitations; propose appropriate solutions to improve the effectiveness of implementing the resolutions, directives and conclusions of the Central Committee in the coming time. Mr. Tran Quoc Cuong affirmed: The reason for the remaining shortcomings and limitations in implementing the Resolutions and Conclusions is due to the perception of the determination and determination of a number of local cadres and organizations that have not followed the Central Committee. Therefore, Dien Bien will resolutely urge units and localities to change their awareness and urgently carry out tasks in accordance with the Central Committee's drastic direction.

Highly appreciating the results that the Standing Committee of Dien Bien Provincial Party Committee has deployed to implement the resolutions, directives and conclusions of the Central Committee, Mr. Le Hoai Trung emphasized: This inspection has many new contents, wide scope, high requirements and was implemented in a very short time. This is an opportunity for localities in general and Dien Bien in particular to discover difficulties, obstacles and bottlenecks to jointly direct and remove them. At the same time, localities proactively find new and creative ways to replicate and popularize.

Head of the delegation Le Hoai Trung suggested that the Standing Committee of Dien Bien Provincial Party Committee continue to change its thinking, way of thinking, and way of doing in implementing the resolutions, directives, and conclusions of the Central Committee to create consensus throughout the political system.

With the requirement to arrange and streamline the apparatus, the Standing Committee of Dien Bien Provincial Party Committee needs to determine that the arrangement and streamlining of the apparatus is not simply to streamline the payroll, but to create new development space, because the common goal is to promote socio-economic growth. Therefore, it is necessary to focus on implementing propaganda work well to create high unity in the awareness and actions of cadres, party members and people in deploying and implementing the resolutions, directives and conclusions of the Central Committee.
