Attending the meeting were Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang; Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh; comrades in the Standing Committee of the Provincial Party Committee; leaders of departments, branches, localities and 47/49 delegates of the 13th Provincial People's Council.

After a serious working session, with a spirit of democracy and high responsibility, the 32nd Session of the Provincial People's Council, term XIII, 2021 - 2026, completed the entire proposed program.

At the meeting, on the basis of reviewing reports, submissions, and draft resolutions of the Provincial People's Committee; the verification reports of the Provincial People's Council Committees; based on legal provisions and the actual situation of the locality, the Provincial People's Council democratically discussed, reviewed, and unanimously approved 17 draft resolutions related to the province's socio-economic development tasks under its authority, such as: 5 resolutions related to the public investment capital plan; 4 resolutions related to land; 2 resolutions related to forestry, etc.

Delegates also reviewed and commented on the Resolution to abolish Resolution No. 24/2013/NQ-HDND dated December 10, 2023 of the Provincial People's Council on approving the Master Plan for Tourism Development in Quang Ngai Province to 2020, with a vision to 2025. The Resolution stipulates policies to support Lao students studying abroad under the Cooperation Program between the provinces of the Lao People's Democratic Republic and Quang Ngai Province.

Authorized by the Chairman of the Provincial People's Committee, Director of the Provincial Department of Construction Nguyen Phuc Nhan presented reports within his authority at the meeting.

Delegates also discussed and unanimously approved a resolution regulating the support mechanism for the implementation of the social housing construction investment project in the area. Accordingly, 100% of compensation, support and resettlement costs will be supported according to the compensation, support and resettlement plan approved by the competent authority. The State will support 70% of the investment costs for the construction of technical infrastructure systems within the scope of the social housing construction project according to the detailed planning approved by the competent authority (excluding: Investment costs for the construction of technical systems inside the building; Investment costs for the construction of technical infrastructure systems within the construction investment area for business purposes or to be handed over to the State for management).

However, the maximum support level shall not exceed 70% of the investment cost for construction of the technical infrastructure system determined according to the construction investment rate announced by the Ministry of Construction at the time of project approval.

The subjects of application are investors of social housing construction investment projects invested by non-budgetary capital sources, trade union financial sources in Quang Ngai province; other state agencies, organizations and individuals related to social housing construction investment activities in Quang Ngai province. The support aims to contribute to the effective implementation of the task and investment target of building 6,300 social housing apartments assigned to the province by the Prime Minister.

The meeting also gave opinions and approved a resolution on adjusting the 2025 budget assigned in Resolution No. 58/NQ-HDND dated December 10, 2024 of the Provincial People's Council of the Departments that have ceased operations; at the same time, assigned the 2025 budget to the established Departments.

Passing a resolution on stopping the investment policy for the construction project of 4 routes: Phan Boi Chau extension, Ton Duc Thang, An Duong Vuong extension and the route between the Convention Center, the Square and the Land area on Hai Ba Trung Street axis. The suspension of the 4 projects is to have a basis for implementing the Thach Bich Green Park project.

The Provincial People's Council voted to approve the contents at the meeting.

In her closing speech, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council Bui Thi Quynh Van emphasized that the adopted resolutions have had a profound impact on the province's socio-economic development. Therefore, in the coming time, the Provincial People's Committee, relevant departments and localities need to focus on implementing all the approved contents in a scientific, timely and effective manner.

Provincial People's Council delegates need to inform voters and people about issues passed at the session such as: Issues on social housing investment mechanisms in the province to aim at implementing 6,300 social housing units in the period of 2025 - 2030; Resolution on works and projects requiring land acquisition, conversion of land use purposes from rice fields, protective forest land, production forest land to other purposes; stopping the investment policy of 4 roads in Area 2 of the dike to serve as a basis for the People's Committee of Quang Ngai City to implement the Thach Bich Green Park project.

Comrade Bui Thi Quynh Van requested the Provincial People's Committee and relevant agencies to fully implement projects and works according to the approved plan. Focus on resolving existing problems and obstacles related to land to ensure disbursement according to the set plan. Specify and implement tasks on science and technology development and innovation. Focus on administrative reform. Speed ​​up the progress of eliminating temporary and dilapidated houses for people, ensuring completion before September 2025.
