According to the Chairman of the Provincial People's Committee, compared to the plan assigned by the Provincial People's Council, the province has made some adjustments and built a growth scenario for the province in 2025 according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Executive Committee of the Party, which will be from 8.5% - 9% (the original plan was   7.6% - 8.5%). With this scenario, the agricultural sector will grow from 3.6% - 3.8%, the construction industry will increase from 11.2% - 12%, and industry alone will grow from 11.5% to over 12%; the industrial production index is expected to increase from 8.5% - 9.5%; services will increase by 9.1% - 9.5%; taxes minus product subsidies will increase from 10.2% - 10.5%; other targets will remain the same such as the export turnover of goods striving to reach about 1.7 billion USD; tourists will reach about 10 million visitors... "With such targets, the Provincial People's Committee has adjusted the entire scenario for managing the growth plan for 2025 in a very detailed, specific and highly feasible manner", said comrade Pham Anh Tuan.

The head of the provincial government also assessed that the socio-economic situation in the first 3 months of the year in the province has many positive signs, with an expected growth of over 7%. “Usually, growth in the first quarter is low, only over 6%. However, this year, many industries have had positive growth. For example, in the agricultural sector, this year irrigation reservoirs are ensuring good service for both irrigation and hydropower. In the field of combating illegal, unreported and unregulated fishing (IUU), the province is synchronously implementing many solutions and is having positive results, with no fishing vessels violating. The trade, service and tourism sectors have had positive results,” the Chairman of the Provincial People's Committee analyzed.

Comrade Pham Anh Tuan also said that currently, tourists coming to Binh Dinh by air are "sold out". The province must coordinate with the railway industry to increase the number of trains to Binh Dinh. Some of these trains are free for tourists coming to the province from Ho Chi Minh City, Hanoi, Da Nang and Nha Trang. The number of tourists coming to Binh Dinh in the first quarter is expected to be about 3.3 million, the number of guests staying is about 1.3 million, an increase of about 20% over the same period.

In addition, export turnover in the first 3 months of the year is estimated at nearly 500 million USD, up 18%; public investment disbursement is 12.6% compared to the plan, the disbursement speed is maintained steadily; budget revenue is estimated at about 4,700 billion VND, reaching 26.7% compared to the plan, up 61.4% over the same period...

Regarding the province's key projects, the Chairman of the Provincial People's Committee informed: Currently, the Ministry of Construction is preparing procedures for the Quy Nhon - Pleiku Expressway Project to submit to the National Assembly for consideration, and will strive to start construction this year. The Phu Cat Airport Runway No. 2 Project is in the process of implementing procedures, striving to start construction from August 1, 2025 and will be basically completed after 10 months. The Phu My Industrial Park Construction Project has completed the investment policy step, all procedures at the provincial level have been completed, the only remaining problem is the removal of minerals from the planning of this area. The province has worked with the Ministry of Industry and Trade, the Ministry of Agriculture and Environment to speed up the progress, and will start construction when it is completed. Regarding the offshore wind power project of PNE Group that the province has been pursuing for a long time, if nothing changes, when the Prime Minister signs the plan to implement the Power Plan VIII, the capacity allocated to the province will be quite large, so this project will be implemented in phase 1 with a capacity of about 750 MW, with an investment capital of about 30,000 billion VND...

Regarding projects on transport infrastructure, health care, education... the province is also speeding up the implementation progress with the spirit of "lightning speed". It is expected that 20 projects in the period of 2026 - 2030 will be started this year. These are key projects to create traffic connections, ensuring social security for the people.

In addition, the socio-cultural and national security sectors are always strengthened and ensured. As for the program to eliminate temporary and dilapidated houses, according to the plan, the whole province will build 2,550 new houses and repair 1,821 houses. By March 18, localities have started construction of both repaired and new houses of 3,700 houses, reaching 85%; completed and put into use 1,158 houses. By May 31, our province will complete this program.

Along with proactively connecting and creating the best conditions for enterprises to implement projects that have been granted investment certificates, the province's levels and sectors continue to promote, promote, invite and are ready to welcome investors. Chairman of the Provincial People's Committee Pham Anh Tuan also affirmed that over 80% of investment memorandums of understanding between the province and enterprises are being deployed and implemented. "At the end of March, the province will organize an Investment Promotion Conference which is considered to be the largest ever. At this conference, the province is expected to grant investment certificates and sign memorandums of understanding for 68 projects of investors, with an estimated investment capital of about 180,000 billion VND; of which 21 projects have been granted investment policies with an investment capital of about 17,000 billion VND", the Chairman of the Provincial People's Committee informed.

The head of the provincial government also emphasized that in order to continue to effectively implement the set targets and goals, the Provincial People's Committee will continue to implement the motto "Taking people and businesses as the center, working at lightning speed, solving work within the day.
