Meeting to review the implementation of key transport projects

Overview of the meeting

The Cho Moi - Bac Kan route construction investment project was approved in Decision No. 1676/QD-BGTVT dated September 14, 2021 of the Ministry of Transport, with a total investment of over VND 5,750.7 billion, of which compensation, support and resettlement costs are VND 574.74 billion; expected to be completed in 2026. For the site clearance sub-project, the Bac Kan Provincial Traffic Construction Investment Project Management Board is the Investor of the compensation, support for site clearance and relocation of technical infrastructure works; Bac Kan City People's Committee is the Investor of the resettlement project in Bac Kan City; Cho Moi District People's Committee is the Investor of the resettlement project in Cho Moi District.

The project preparation work is carried out by the Investor (Project Management Board 2 - Ministry of Transport). The unit has handed over the site clearance markers since September 21, 2024 for the section Km21+411-Km22+336 in Thanh Van commune. By December 2024, 28.8/28.8 km had been completed and handed over to the locality. Currently, the Investor is organizing the selection of construction contractors for the project.

According to the Provincial People's Committee, the Investor's work of handing over land acquisition and clearance markers has not ensured progress according to plan (the plan is to hand over to the locality in June 2024 and complete in October 2024), leading to the counting and measurement work having to be redone, causing time loss, especially in Cho Moi district. In addition, due to the newly issued laws changing some regulations, it is necessary to redo the land valuation procedures and other related procedures... affecting the project progress.

The work of moving technical infrastructure works and compensation and support for site clearance is being implemented with basic procedures and sequences to meet the project implementation schedule. Regarding resettlement items, in Bac Kan city, there are many complicated factors, but currently the procedures and sequences have been implemented to ensure compliance with the plan and preparation for construction; the implementation progress is assessed to be faster than the resettlement items in Cho Moi district.

During the implementation process, the Project encountered some difficulties and problems such as: The Investor's handover of GPMB markers was not ensured according to the plan, which greatly affected the progress of the project's GPMB implementation by units and localities. In the initial stage of implementing GPMB, some units and localities were not really proactive. Land recovery from people when resettlement areas had not been built, there was no policy to support temporary residence for cases of having to relocate; cases of high and low differences were not regulated in current legal documents, so there were difficulties in implementing compensation, resettlement support, land recovery, etc.

Regarding the project to build the road from Bac Kan city to Ba Be lake connecting to Na Hang, Tuyen Quang, up to now, the section from Bac Kan city to Ba Be lake (Km0 - Km37) has been basically completed, expected to be completed in the second quarter of 2025. For the section from Km37 - Km39 and the section from Ba Be district, Bac Kan province connecting to Na Hang district, Tuyen Quang province, the Investor has selected construction contractors for 6/6 sections, expected to be completed in the fourth quarter of 2025.

At the meeting, delegates clarified the difficulties, obstacles and causes in the implementation of the projects. Investors of the projects and related units all expressed their determination and determination to overcome difficulties so that the projects can be implemented on schedule.

Concluding the meeting, Provincial Party Secretary Hoang Duy Chinh welcomed the units' efforts to speed up the progress of the Cho Moi - Bac Kan route investment and construction project, but it is still behind schedule.

The Provincial Party Secretary emphasized that this is a key project of the province that requires focused leadership and direction to ensure progress. In order to complete it according to the plan, the Provincial People's Committee submitted to the Provincial Party Committee Standing Committee a policy on a special mechanism to resolve difficulties in project implementation; assigned the Standing Vice Chairman of the Provincial People's Committee to directly direct and supervise the sub-project and requested the secretaries and chairmen of the People's Committees of Bac Kan city and Cho Moi district to directly direct the items invested by the locality; focused on thoroughly resolving difficulties and obstacles to complete the site clearance work according to plan; local units focused on working with the highest spirit and urgency to ensure project progress.

For the project to build the road from Bac Kan city to Ba Be lake connecting to Na Hang, Tuyen Quang, the People's Committee of Ba Be district focuses on solving tasks under its authority, speeding up the implementation progress but must ensure the correct process and procedures; promoting the role of the team of propagandists, prestigious people, and performing well the mass mobilization work to create consensus among the people, ensuring the project is completed on schedule./.
