Efforts to reach the urbanization goal

According to the assessment of the Standing Committee of the Hai Duong Provincial People's Council at the thematic supervision of planning management in the province, the urban system in Hai Duong has been planned and developed in a green, smart, and modern direction, contributing positively to the socio-economic development of localities and the whole province.

Regarding the planning, appraisal and approval work, up to now, 11/12 district-level localities in Hai Duong have completed the approval of adjustments to the district construction planning, general planning of the city and town. Binh Giang district is currently completing documents and submitting them to competent authorities for approval of the district construction planning project until 2030, with a vision to 2045. The general urban planning of Binh Giang will be established in the period 2026 - 2030.

Since 2020, localities, departments and branches have promoted their roles and responsibilities in proposing, participating, appraising, submitting for approval or approving investment policies, ensuring consistency between types of planning (urban planning, land use planning, sectoral planning). From general planning, zoning planning, to detailed planning, there is connectivity. Planning has become an effective tool for implementing urban development management in Hai Duong.

Planning work has had positive changes, limiting the situation of entrusting planning to consulting units.

Directly surveying many districts and towns such as Binh Giang, Kinh Mon and Chi Linh city, it is easy to see that urban development basically meets the progress. Urban space is increasingly expanded, gradually building rural areas according to urban criteria. Many rural areas in Hai Duong province have green, clean, beautiful "village streets" landscapes, meeting urban criteria.

Hai Duong currently has 16 urban areas. By the end of 2023, the urbanization rate of the whole province will reach about 40.7%. According to the Resolution of the 17th Provincial Party Congress, by 2025, the urbanization rate of the whole province will strive to reach over 45%.

Notably, the only type I urban area, Hai Duong City, has made a strong transformation when the urban space was expanded, technical infrastructure, and socio-economic infrastructure were given attention in a synchronous manner. In particular, a number of new urban areas have been initially formed associated with investment in building public spaces and architectural highlights such as the ecological urban area along the Thai Binh River (Ecorivers), Phu Quy urban area, and the new urban area in the south of Hai Duong City. These projects have contributed to changing the urban appearance in Hai Duong and have also become tourist and entertainment destinations for people inside and outside the province.

Construction management according to planning is also of interest. From 2020 to present, construction management according to urban planning in Hai Duong has changed when many projects and construction works comply with and are in accordance with urban planning. 45 enterprises violating illegal construction have been fined a total of more than 2.34 billion VND.

Still slow

Besides the results in urban planning management, Hai Duong still has limitations.

That is the slowness in planning processes. The progress of completing, reporting, appraising, and approving urban master plans (cities, towns, and townships) is still slower than required. According to the assessment of the monitoring delegation of the Standing Committee of the Hai Duong Provincial People's Council, this has affected the attraction of investment and the implementation of construction investment projects, especially some key projects and works at the provincial and district levels.

Up to now, the People's Committee of Hai Duong province has not completed the review and adjustment of the province's urban development program to replace the old program approved in 2017 which has expired. The two districts of Gia Loc and Nam Sach have not yet organized the establishment of an urban development program. The two cities in the province, Hai Duong and Chi Linh, have not periodically reviewed and adjusted the urban development program on time, and have not yet developed a plan to implement the urban development program in the area.

Up to 11/12 localities have not yet built a list of valuable architectural works in the area under their management; have not reported to the Provincial People's Committee, submitted to the Provincial People's Council for approval of the content of the urban architecture management regulations, the rural residential area architecture management regulations in the management area before submitting for approval or approving according to authority (except for Chi Linh City).

Regarding planning quality, the report of Hai Duong Provincial People's Committee also self-assessed the quality of some planning projects approved in previous years as not high, the planning vision was not good, lacked orientation, and there was no research on connecting development zoning plans between localities, leading to the need for multiple adjustments.

After the planning was approved, the planning management work in Hai Duong has still had many limitations. Notably, many new urban and residential area projects in the area are currently behind schedule compared to requirements. In the period 2020 - 2024, out of 40 residential and urban area projects approved for investment, only 22 projects have completed investor selection and are continuing to complete investment procedures. The remaining 18 projects are still in the process of selecting investors.

The implementation of urban technical infrastructure construction investment projects in most localities is still limited. Of the 45 urban renovation and beautification projects implemented by localities in the past, 34 projects are small-scale, renovating and repairing drainage systems, lighting, sidewalks, and traffic roads; only 11 projects are large-scale, newly invested in construction.

While new planning and new projects are slow to be implemented, many violations in construction order management and urban planning from the previous period have not been thoroughly handled.

Some unfinished projects are prolonged.

- The residential area of ​​Hiep Son industrial cluster (Kinh Mon town) has not yet built a centralized wastewater treatment plant. This is also the common situation of old residential areas built before 2015 in Hai Duong.
- The Hai Duong City Ecotourism and Service Project (Ha Hai Area) still has many problems so it has not been accepted; there are still 3,713 m2 of land that have not been cleared. The investor has not completed the wastewater treatment plant, the construction of a 30-storey hotel, and a high-class nursing home.
- The Do Market and commercial residential area project in Ung Hoe commune (Ninh Giang) has been implemented since 2008 and has not yet been accepted. Some locations are damaged, cracked, and the wastewater treatment system has not been built.

Urgently review the Urban Development Program in the province

Through monitoring and direct surveys in a number of urban areas in the province, it can be seen that urban management work in recent times has had many positive changes, but there are also some limitations and problems that have significantly affected urban planning and landscape work in the province.

The monitoring delegation reported and advised the Standing Committee of the Provincial People's Council to request the Provincial People's Committee to strengthen leadership and direction at all levels in the work of establishing, approving, appraising, organizing the implementation and managing urban planning in the area.

Departments, branches and localities proactively and seriously implement the Project on Construction and Development of Hai Duong Urban Area in the direction of green, smart and modernity in the period of 2021-2025, with a vision to 2035. At the same time, urgently review, adjust and seek opinions from the Provincial People's Council on the Urban Development Program in Hai Duong.

Districts, towns and cities urgently establish, appraise and submit to the Provincial People's Council for approval regulations on urban architecture management in the area and speed up the progress of new urban and residential area development projects that have been approved for investment.

Facilitate people and real estate businesses

Through the reality of real estate business in the urban area west of Nam Sach town, it shows that the planning and implementation of the planning have been carried out quite well by the local government and related units with few problems. With the planning vision towards a green, modern urban area, the infrastructure in this urban area is quite spacious and meets the needs of the people.

However, the urban area west of Nam Sach town is still stuck with land clearance for some households in the planned location to build the main entrance gate to the residential area. In the coming time, we hope that the local government will take drastic action to soon clear the land, carry out the works in accordance with the approved urban planning to improve the urban landscape, ensure the rights of the people, and facilitate the business activities of enterprises.

We also hope to be able to disseminate, popularize and guide urban planning early and widely to be proactive in business activities, especially when there are planning adjustments.
