Sharing about this issue, Chairman of Thanh Tri District People's Committee Nguyen Xuan Phong said that in recent years, with the attention and direct direction of the City Party Committee, People's Council, City People's Committee and departments, Thanh Tri District has made many efforts, as well as proactively implemented solutions with the spirit of determination to develop the district into a district in the soonest time.

To realize this goal, the district has invested in 34 new public green areas, contributing to increasing the area of ​​public green areas in the area to about 27.4 hectares, equivalent to an increase of 1 square meter/person. In addition to investing in cultural and sports centers in communes and towns to both implement the criteria of "training grounds" and "public green areas", the district has reviewed public land plots suitable for planning to establish investment projects to build public green areas in residential areas.

In addition, Thanh Tri is also focusing on investing in the construction of public green infrastructure projects; embanking ponds and lakes in the area; implementing the Chu Van An Memorial Project. Specifically, according to the H2-3 Urban Zoning Plan approved by the Hanoi People's Committee in 2015, the Chu Van An Memorial Cultural Park was planned to be arranged with an area of ​​about 94.05 hectares. Of which, a part of the Park (about 54.96 hectares) has been approved by the City People's Committee for a detailed plan at a scale of 1/500 and has been invested in and built with technical infrastructure.

Currently, the locality is continuing to invest in completing the items of monuments, memorial houses, guest houses, miniatures, reliefs and other architectural works. For the remaining land area of ​​the Park Area, the City People's Committee has approved the detailed planning task to synchronize the green park area according to the approved H2-3 urban subdivision planning...

Also according to the Chairman of Thanh Tri District People's Committee, closely following the requirements of the management regulations according to the General Planning project, the green buffer zone of Thanh Tri will aim to reduce construction density, building height, increase the proportion of trees, water surface... Thereby contributing to creating an important highlight space in the urban structure. In particular, for new construction works, they must be modern, rich in national identity, and have contemporary significance. In particular, priority is given to the development of cultural, entertainment works, and large-scale works to create a majestic appearance for the overall urban space.

Driving force for green infrastructure development

Mr. Tran Viet Trung - Director of Thanh Tri District Construction Investment Project Management Board said that according to the Master Plan for Hanoi Capital Construction to 2030 and vision to 2050 approved by the Prime Minister in Decision No. 1259/QD-TTg, GS urban subdivision is planned in a number of districts of Hanoi, including Thanh Tri district located in the expanded urban development area, playing an important role for the central city, creating a transitional area and buffer zone between the inner city area and the new development area east of Ring Road 4 and is a green space interspersed with urban subdivisions, balancing ecology, protecting natural landscapes and improving the quality of life for urban residents.

For Thanh Tri, the project is implemented in the communes and towns of Van Dien, Tan Trieu, Thanh Liet, Tam Hiep, Tu Hiep, Huu Hoa, Ta Thanh Oai, Vinh Quynh and Dai Ang. This is a large project determined to create a transitional ecological green space between the inner city area and the expanding urban area, as well as ensuring the nature and function of the green belt and green wedge according to the approved Master Plan for the Capital Construction to 2030 with a vision to 2050.

Specifically, GS5 in Thanh Tri district is mainly residential areas and existing urban functional areas, so this area arranges a green tree system along the Nhue River and To Lich River to connect concentrated green spaces and protect the landscape on both sides of the river. Next, GS11 in Thanh Tri district is an area with a relatively large land area with low-lying terrain, often flooded, suitable for arranging the form of an ecological park associated with camping, picnicking, light sports activities on the water and agricultural production according to modern standards and farming methods...

In addition, one of the key factors promoting the development of Thanh Tri district is other urban infrastructure. In particular, the construction project of Ring Road 3.5 is an important project, creating a traffic axis connecting new urban areas with existing residential areas.

According to the plan, this route will pass through 10 communes/wards including (3 wards) of Ha Dong district and (7 communes) of Thanh Tri district, with a total length of about 4.2km, promising to create great momentum for the development of trade and services in the area. In addition, according to the S4 and GS urban zoning plans, a bridge over the Nhue River is expected to be built on the route connecting Cau Buu urban area, Road 70 (Cau Buu Road) with Ring Road 3.5. This project is expected to help improve connectivity between communes in the district, creating favorable conditions for local economic development.

Regarding railways, metro line No. 1, Ngoc Hoi - Yen Vien section, is an important project in the urban transport development strategy of Thanh Tri district. The project was approved by the Prime Minister in 2004, then approved by the Ministry of Transport in phase I in 2008 and adjusted in 2017, including the Ngoc Hoi station complex.

Also according to the railway network planning for the period 2021 - 2030, with a vision to 2050, Ngoc Hoi station complex will be the starting point of the high-speed railway and the Hanoi - Ho Chi Minh City national railway lines, with full functions of the railway station system, high-speed railway, urban railway and depot area of ​​urban railway...

In particular, with low-lying terrain, the urban green space structure along with the water surface creates a green line connecting parks, flower gardens, relic sites, other urban development areas... More importantly, the approved urban zoning plans will be the premise for Thanh Tri district to renovate, upgrade and renew the technical infrastructure system in the area, make detailed plans, construction investment projects to supplement and complete the system of public works, culture, education, green parks. Build a modern civilized urban area, contributing to improving the quality of life of the people.

 

Determining the development of the district into a district is a key task that requires the active and drastic participation of the entire political system from the district to the grassroots. In the past time, the district has focused on directing drastically and closely to strive to complete the criteria that have not been achieved; at the same time, continuing to consolidate and improve the quality of the achieved criteria. From there, it aims to concretize the contents, tasks and planning solutions associated with urban infrastructure development in the direction of creating highlights for the green buffer zone.
