Vietnam's National Assembly ratifies UK's accession document to CPTPP Agreement

Before passing the resolution, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha presented a report explaining and accepting opinions from National Assembly deputies, revising the draft resolution approving the document on the accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP Agreement.

Regarding the authority to ratify and the procedures for proposing the ratification of the document, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha said that National Assembly deputies all agreed that the document of accession to the CPTPP Agreement by the United Kingdom of Great Britain and Northern Ireland is an inseparable part of the CPTPP Agreement, with the content of amending and supplementing the CPTPP Agreement under the authority of the National Assembly to ratify.

The order, procedures and documents for submitting for approval of documents must comply with the provisions of the 2013 Constitution, the Law on Organization of the National Assembly, and the Law on International Treaties.

Regarding the necessity of ratification, the time of ratification and the draft Resolution of the National Assembly, the National Assembly deputies all agreed on the necessity of ratification, the time of ratification of the Document by the National Assembly at the 7th Session, 15th tenure and the draft Resolution of the National Assembly, and at the same time stated that: The United Kingdom has committed to a higher level of market opening for Vietnam than other countries in the CPTPP, higher than the commitment of the Free Trade Agreement between Vietnam and the United Kingdom (UKVFTA) in a number of important contents for Vietnam.

Under the CPTPP, the UK will recognise Vietnamese manufacturing industries as operating under market economy conditions.

The ratification of the Document by the 15th National Assembly at its 7th Session will put Vietnam among the first six CPTPP countries to ratify the Document, demonstrating Vietnam's positivity and responsibility in promoting bilateral trade and investment relations between Vietnam and the UK; affirming Vietnam's role and position in the region and the world; creating new momentum for the country's socio-economic development, contributing to perfecting the legal system and enhancing the competitiveness of enterprises.

At the meeting, the National Assembly Standing Committee also explained and received some contents that the delegates were interested in. In particular, some National Assembly delegates analyzed the challenges and higher requirements for the fields of trade, import and export of goods, financial services, banking and recommended that the Government should have solutions to strengthen the implementation of FTAs, improve the competitiveness of enterprises, promote Vietnam's advantages, and take advantage of opportunities when the Document comes into effect.

Regarding the above content, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha said that the Government has identified the main tasks in the draft plan to implement the document, which includes the task of strengthening the propaganda and dissemination of the document's content.

Promoting Vietnam's advantages

According to Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha, absorbing the opinions of National Assembly deputies to ensure the full and effective implementation of the document, the National Assembly Standing Committee proposed that the Government study and supplement the document implementation plan with the content of continuing to strengthen the dissemination of the contents of the CPTPP Agreement as well as the UKVFTA Agreement.

At the same time, there are opinions suggesting urgent amendments, supplements, and promulgation of necessary legal documents of the Government, ministries, branches, and localities to implement commitments, ensure full and effective implementation of documents, contribute to promoting socio-economic development and ensuring national defense and security.

Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha said in the explanatory report and draft plan for implementing the document sent to the National Assembly, the Government has assigned relevant ministries and branches to immediately review and study the possibility of amending and supplementing current legal documents or issuing new legal documents at the sub-law level to guide the implementation of Vietnam's commitments to the UK.

The National Assembly Standing Committee also noted that if the National Assembly ratifies the document at the 7th Session and all 6 CPTPP members complete the ratification procedure before October 16, 2024, the document will soon take effect (from December 16, 2024).

In response to the opinions of National Assembly deputies, the National Assembly Standing Committee requested the Government to study and revise the Plan, and specifically determine the time to complete the work contents on law and institutional development to promptly implement when the document comes into effect.

In response to the opinions and solutions raised by National Assembly deputies to improve the competitiveness of enterprises and promote Vietnam's advantages, localities and enterprises can take advantage of opportunities when the document comes into effect. The National Assembly Standing Committee proposed that the Government study, supplement and specify these contents in detail in the document's implementation plan.

With the result of 460 delegates participating in the vote (accounting for 94.46%), of which 459 delegates voted in favor (accounting for 94.25%), the National Assembly officially passed the Resolution ratifying the Document of Accession to the CPTPP Agreement of the United Kingdom of Great Britain and Northern Ireland.
