According to the agenda of the 7th session of the 15th National Assembly, from 4:30 p.m. on May 21, the National Assembly will conduct personnel work. Specifically, the National Assembly Standing Committee will submit to the National Assembly a list of nominees for the National Assembly to elect the President. After that, the delegates will discuss in groups the list of nominees for the National Assembly to elect the President. On the morning of May 22, the National Assembly Standing Committee will report on the explanation and acceptance of opinions of National Assembly delegates discussing in groups the list of nominees for the National Assembly to elect the President.

After discussing and voting on the list to elect the President, the National Assembly deputies will proceed to elect the President by secret ballot. The ballot counting committee will work and report the results to the National Assembly. Next, the National Assembly Standing Committee will submit to the National Assembly a draft resolution on electing the President for the National Assembly to discuss and vote on. The new President is expected to take the oath of office and deliver his inaugural speech in the mid-morning of May 22.
Mr. To Lam was born on July 10, 1957; hometown is Nghia Tru commune, Van Giang district, Hung Yen province; Professional qualifications: Professor, Doctor of Law. He is a member of the Politburo, 12th and 13th terms; a member of the Party Central Committee, 11th, 12th and 13th terms; Secretary of the Central Public Security Party Committee, General, Minister of Public Security; Member of the National Defense and Security Council; Deputy Head of the Central Steering Committee on Corruption Prevention and Control; Member of the Government Party Personnel Committee; National Assembly Delegate, 14th and 15th terms. He grew up as an officer of the Political Protection Department I, Ministry of Public Security since the 80s. During his time with the Ministry of Public Security, he held the following positions: Deputy Head of Department, Head of Department, Deputy Director, Director of the Political Protection Department I - General Department of Security, Ministry of Public Security. After that, he became Deputy Director General, Deputy Director General in charge, and then Director General of General Department of Security I - Ministry of Public Security until July 2010. Mr. To Lam was Deputy Minister of Public Security from August 2010 to April 2016 and held the position of Minister of Public Security from April 2016 to present. He was promoted to the rank of General in February 2019.
