On the morning of January 7, the National Assembly Standing Committee gave its opinion on the preparation for the 9th extraordinary session of the 15th National Assembly. Presenting a report on the preparation for this session, National Assembly Secretary General Le Quang Tung said that by January 3, he had received documents from 7/17 agencies. Of which, the Government proposed to submit 8 contents to the National Assembly (4 draft laws, 3 draft resolutions and 1 submission on the pre-feasibility study report of the investment project).

The Delegation Affairs Committee proposed to submit to the National Assembly for consideration and amendment of organizational laws according to the Conclusion of the Politburo and the Central Executive Committee on summarizing the implementation of Resolution No. 18; personnel work under its authority (if any). According to the plan, the National Assembly will consider amending and supplementing laws and resolutions serving the work of reorganizing the apparatus of the National Assembly agencies, agencies under the National Assembly Standing Committee and the National Assembly Office. The National Assembly Standing Committee will submit to the National Assembly for comments and approval at the 9th extraordinary session the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly. The Secretary General of the National Assembly proposed that at the session, the National Assembly will focus on submitting to the National Assembly for consideration and approval of 7 urgent contents to deploy and implement the reorganization of the apparatus. Specifically, the drafts are: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Resolution of the National Assembly on the establishment of a number of ministries of the 15th Government for the 2021-2026 term; Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly term; Resolution of the National Assembly resolving issues arising in legal provisions related to the arrangement of the apparatus; personnel work under its authority (if any). The extraordinary session is scheduled for the end of February. In addition, the Secretary General of the National Assembly said that there are 3 other contents that the Government has proposed, including the draft Law on Promulgation of Legal Documents (amended); the draft Law on Management and Investment of State Capital in Enterprises; and a report on the pre-feasibility study of the investment project on the Lao Cai - Hanoi - Hai Phong railway line. The Secretary General of the National Assembly will continue to revise and finalize the proposed agenda for the 9th extraordinary session based on the direction and conclusions of the National Assembly Standing Committee. Mr. Tung said that this extraordinary session, the National Assembly will meet at the National Assembly House for about 4.5 days. The session is expected to open after the Party Central Committee meeting and close at the end of February. The program is expected to arrange a 2-3 day break for the National Assembly so that agencies have time to absorb, revise and finalize draft laws and resolutions before submitting them to the National Assembly for approval. In case the draft Law on Promulgation of Legal Documents (amended); Law on Management and Investment of State Capital in Enterprises; Investment Project on the Lao Cai - Hanoi - Hai Phong Railway Line, etc. is submitted to the National Assembly, the National Assembly is expected to meet for about 2 more days. National Assembly Chairman Tran Thanh Man requested that agencies ensure time to present and send delegates opinions on the contents of the session, especially those outside of the organizational arrangement. If fully prepared and of good quality, the National Assembly Standing Committee will present the contents proposed by the Government.
Regarding the investment project of the Lao Cai - Hanoi - Hai Phong railway line, Deputy Head of the Government Office Do Ngoc Huynh said that the Prime Minister has given strong direction, assigned the task of building a pre-feasibility report and asked for opinions from competent authorities in mid-January. The Prime Minister has directly inspected in Lao Cai, and is making strong preparations to submit to the National Assembly at the February session, in time to start construction of the entire line in October, Mr. Huynh said. The target for 2025 is 8% growth, so in addition to the laws on organizational apparatus, the remaining contents are very urgent to serve economic development. Minister of Justice Nguyen Hai Ninh also committed to submitting on schedule the draft Law on Promulgation of Legal Documents (amended) as requested by the National Assembly Standing Committee and other contents as proposed by the Government.
