Speaking at the conference on implementing the tasks of Vietnam Social Security in 2024 on January 17, comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister said that in 2023, the Vietnam Social Security sector has strived to complete the targets and tasks assigned by the Government and the Prime Minister, contributing many important results in implementing the social security policies of the Party and State.

Of which, 63/63 provinces and cities have completed the Steering Committee for implementing social insurance and health insurance policies to the commune level. 46/63 provinces have included the social insurance coverage rate as an indicator, and 60/63 provinces have included the health insurance coverage rate as an indicator for local socio-economic development.
"We must assign specific targets to make efforts to implement them, but it is very difficult to talk in general terms," Deputy Prime Minister Le Minh Khai expressed and cited more evidence: In the past year, 22/63 localities (with conditions) have allocated budgets to provide additional support for voluntary social insurance participants. Along with that, the rate of social insurance participants nationwide reached 39.25% of the working-age workforce (achieving the target set in Resolution No. 01/NQ-CP). Of which, the working-age workforce participating in voluntary social insurance reached 3.92%, exceeding 1.42% compared to the target for the period up to 2025 in Resolution No. 28-NQ/TW. The rate of unemployment insurance participants reached nearly 31.6% of the working-age workforce. The health insurance coverage rate reached 93.35%, exceeding 0.15% compared to Resolution 01/NQ-CP of the Government, exceeding the target set in Resolution No. 68/2022/QH15 of the National Assembly, approaching the goal of universal health insurance.
In addition, the amount of social insurance, unemployment insurance, and health insurance collected reached 472.3 trillion VND, an increase of 8.55% over the same period in 2022, reaching 101.41% of the estimate assigned by the Prime Minister. Regarding the orientation for implementing work in 2024 and the coming time, Deputy Prime Minister Le Minh Khai emphasized the requirement to "strictly manage the fund, ensuring that people receive timely benefits".
Accordingly, Deputy Prime Minister Le Minh Khai requested that the Social Insurance closely follow the policies, guidelines, orientations and directions of the Party, the National Assembly, the Government and the goals and plans in the Strategy for the development of the Vietnam Social Insurance sector to 2030 in Decision No. 38/QD-TTg dated January 11, 2024 of the Prime Minister to promptly concretize them into goals, tasks, solutions, programs and work plans, as a basis for implementation throughout the sector.
Vietnam Social Security needs to closely coordinate with sectors and levels to research, propose, and recommend competent authorities to perfect policies and laws on social insurance, health insurance, and unemployment insurance to suit and meet practical requirements;
At the same time, closely coordinate with the Ministry of Health in summarizing and developing the draft Law on Health Insurance (amended); closely coordinate with the Ministry of Labor, War Invalids and Social Affairs in completing the draft Law on Social Insurance (amended) to submit to the Government and submit to the National Assembly for approval at the 7th session according to the Law and Ordinance Development Program in 2024.

Relevant ministries and sectors should soon complete the national database on population, medical examination and treatment, labor, etc., connecting and sharing with social insurance agencies and ensuring the legality and integrity of the connected and shared data to facilitate the implementation of electronic transactions to increase accuracy, publicity, transparency, reform administrative procedures and improve the efficiency of management of social insurance contributors and beneficiaries, limit abuse and profiteering of social insurance, unemployment insurance and health insurance funds.
Deputy Prime Minister Le Minh Khai requested the People's Committees of provinces and cities to continue directing departments, branches, sectors, and authorities at all levels to closely coordinate with the social insurance sector in implementing social insurance, unemployment insurance, and health insurance policies in the area. At the same time, indicators and plans for implementing the roadmap for developing social insurance, unemployment insurance, and health insurance participants should be included in resolutions and action programs, identifying this as one of the important indicators for local socio-economic development.
