Participating in the questioning session, delegate Lam Thi Quynh Dao (Nam Tu Liem district group) said that, according to the report of the City People's Committee, up to now, the target of "each commune, ward, town, and new urban area has at least 1 public kindergarten, public primary school, public middle school; areas with 30,000-50,000 people have 1 public high school" according to Resolution 05/2012/NQ-HDND of the City People's Council on planning for educational development in Hanoi has been basically met.

However, there are still some wards lacking one of the public kindergartens, primary schools, and secondary schools, specifically according to the report of the City People's Committee; lacking 49 schools in 8 districts (Ba Dinh, Cau Giay, Bac Tu Liem, Dong Da, Ha Dong, Hai Ba Trung, Hoan Kiem, Hoang Mai).

The lack of schools has created overload in public schools and pressure on enrollment for the 2023-2024 school year, especially in Hoang Mai and Dong Da districts. Delegates asked leaders of Hoang Mai and Dong Da districts to discuss and clarify, and propose solutions to overcome shortcomings in enrollment for the first year; solutions to stream and route students to avoid overload.

Sharing the same view, delegate Nguyen Thanh Binh, Head of the Culture and Society Committee of the Hanoi People's Council, said that the inner-city and suburban school areas are both overloaded, especially in primary and high schools. Delegate Doan Viet Cuong, Deputy Head of the Urban Committee of the Hanoi People's Council, questioned the Director of the Department of Construction that land for building schools in the inner-city area is historically difficult and needs to clarify its feasibility.

Responding to the issues raised by delegates, Chairman of the People's Committee of Hoang Mai District Nguyen Minh Tam said that Hoang Mai is the most populous district in the city with about 700,000 people, of which more than 100,000 are of school age, with an average mechanical increase of about 4,000 children each year. In recent years, the district's primary school enrollment has encountered many difficulties and shortcomings; one year, it had to draw lots for preschool children.

However, with the direction of the City and the implementation of many solutions by the district, this situation has gradually been overcome, and there is no longer a situation of drawing lots to enter preschool classes.

Accordingly, the district has focused mainly on four solutions: Establishing specific enrollment plans; implementing online enrollment; accelerating school construction projects and encouraging investment in non-public schools.

Specifically, the district investigates the number of children at the beginning of the school year, from which it divides and routes enrollment; publicizes enrollment of each school and enrollment is ensured in accordance with regulations, with no cases of going beyond the designated area; 100% of enrollment registration is online.

In the past 3 years, the district has built 23 new schools and renovated 25 schools to increase the number of classrooms. Non-public schools account for 19% of the total number of students in the area, helping to reduce the overload of public schools in the area.

Currently, Hoang Mai district lacks 43 schools, so the solution must have sufficient conditions in terms of land and capital. The Chairman of Hoang Mai District People's Committee proposed that the City, in the coming time, pay attention to and support the district in implementing investment in building schools. When the City approves urban planning, it is necessary to stipulate the proportion of public schools in urban areas.

In addition, the City integrates and adjusts the planning of the Capital Law this time to arrange to increase the density of the school network in accordance with the current population growth rate.

Chairman of Dong Da District People's Committee Le Tuan Dinh said that the district currently needs 7 public schools that meet national standards. The district has completed 13/33 projects and is preparing for 9 new projects to ensure the number of standard schools according to regulations. In fact, Dong Da District has very limited land area for schools, currently 1 school has about 60 classes, with an average of 40-60 students per class.

Regarding solutions, the Chairman of Dong Da District People's Committee affirmed that the district will focus on investing heavily in new projects; at the same time, there will be a project to merge small schools into large schools to ensure the number of schools meeting the prescribed standards.

Director of the Department of Construction Vo Nguyen Phong said that to improve the quality of education and complete the Resolution of the 17th City Party Congress on the criteria for public schools meeting standards, including facilities according to the regulations on specific conditions such as land area and school organizational structure of the Ministry of Education and Training is very difficult.

Hanoi has 4 old inner-city districts with large populations and high population density, so the city and local authorities are interested in allocating land to build educational facilities. To solve this problem, Hanoi needs to propose solutions and arrange land areas to ensure enough classrooms and specialized classrooms for children.

In addition, the design must have a calculation of the total area of ​​the educational facility suitable for students, such as the lower floor for students and the administrative block on the upper floor. To ensure the above issue, the City needs to have an agreement with the Ministry of Science and Technology, the Ministry of Construction, the Ministry of Public Security, and coordinate with the Ministry of Education and Training to review standards and regulations to meet the needs.

Efforts to have 130 new schools recognized as meeting national standards

Responding to the issue raised by the delegates, Director of the Hanoi Department of Education and Training Tran The Cuong said that Hanoi has the largest number of students in the country with 2.3 million students. Every year, Hanoi increases by an average of 40,000 to 50,000 students, requiring the City to build 30 to 40 new public and non-public schools each year to meet the increasing number of students each year.

To complete the national standard school target by 2025, reaching 80-85%, Mr. Tran The Cuong said, the issue of upgrading schools to meet national standards and re-recognizing schools to meet national standards is being made by all levels and sectors.

However, due to new regulations, according to the 2022 plan, the city must recognize more than 194 new national standard schools, but has only recognized more than 145 schools. In 2023, the city has 130 schools that need to be recognized as meeting national standards, but up to this point, only 16 schools have been recognized; districts, towns and cities are making efforts to complete the target by the end of the year.

Regarding the criteria of 35 primary school students per class and 45 high school students per class, the Director of the Hanoi Department of Education and Training said that this criterion is indeed difficult in Hanoi. In fact, Hanoi still has a surplus of school places, but there is only a local surplus and shortage. In some core inner-city districts, there are many students, but in some suburban districts, there are not enough students in one class.

Regarding the 7 inter-level schools, the Director of the Hanoi Department of Education and Training affirmed that the districts are currently making efforts to implement the targets and are expected to complete the construction of these 7 schools on time.
