(CLO) Quang Ninh has planned a marine aquaculture area of over 45,100 hectares in 9 coastal localities (Quang Yen, Ha Long, Cam Pha, Van Don, Co To, Tien Yen, Dam Ha, Hai Ha, Mong Cai). Including an area within 3 nautical miles of about 23,900 hectares (accounting for 52.9%), an area from 3 to 6 nautical miles of over 13,000 hectares (accounting for 28.9%) and an area beyond 6 nautical miles of 8,200 hectares (accounting for 18.2%).
According to the synthesis of the Department of Agriculture and Environment of Quang Ninh, as of February 20, 2025, in the province, there were 91 organizations (31 enterprises and 60 cooperatives) proposing contents related to project implementation, requesting licensing, and assigning marine aquaculture areas. Of which, 64 organizations have completed procedures related to project description and environmental procedures; 7 organizations have been licensed for marine aquaculture.

However, in the process of implementing procedures related to marine aquaculture activities, there are still some difficulties and problems in project preparation and implementation of environmental procedures. In addition, the issue of determining specific requirements according to environmental procedures is not clear, leading to confusion for businesses and cooperatives in the process of implementing these procedures...
Some organizations and enterprises have not fully recognized the importance of detailed project planning, leading to project documents that do not meet requirements, lack uniformity, and do not meet the requirements and development orientation of the province in marine aquaculture. Not only that, units, enterprises, and cooperatives also have a wait-and-see mentality, considering and probing organizations that are carrying out environmental procedures and licensing aquaculture, affecting the progress of allocating common aquaculture areas of the whole province.
In 2025, the Agriculture sector will set a number of key tasks in licensing and allocating marine areas for aquaculture. Of which, 100% of organizations and individuals with applications for aquaculture licenses and using marine areas for aquaculture will be licensed by competent state agencies and assigned marine areas in accordance with regulations under the direction of Resolution No. 31-NQ/TU of the Provincial Party Committee, Resolution No. 237/NQ-HDND of the Provincial People's Council on socio-economic development tasks in 2025.
According to the representative of the Department of Agriculture and Environment of Quang Ninh, in order to promptly complete the set progress as well as remove difficulties and obstacles in aquaculture procedures for businesses and units, localities need to proactively guide entities to urgently complete the aquaculture licensing dossier and hand over the sea area for aquaculture, complete and report to specialized agencies in the first quarter of 2025;
The organization provides specific instructions on the order and procedures for the components of the dossier for granting aquaculture licenses and allocating marine areas for aquaculture, ensuring the most favorable conditions and compliance with legal regulations. Ensure that by the end of the first quarter of 2025, the project dossiers on allocating marine areas for aquaculture that have been prepared for seeding must be completed and approved...
In addition, urge and guide coastal localities to speed up the progress of assigning sea areas to groups of subjects under the authority of the district-level People's Committees, continue to coordinate with specialized agencies of the Ministry of Agriculture and Environment to amend Decree No. 11/2021/ND-CP dated February 10, 2021 of the Government regulating the assignment of sea areas in the direction of decentralization and complete delegation of authority to People's Committees at all levels.
To complete the set progress, organizations and individuals who need to use marine areas for aquaculture must be the center, strictly comply with regulations on using marine areas for aquaculture and arrangements of the People's Committees of localities in the province. At the same time, focus time, human resources and resources; be proactive and closely follow the instructions of specialized agencies and local People's Committees to complete the components of the environmental dossier, licensing, and allocation of marine areas for aquaculture.
For organizations that have been carrying out procedures or one of the procedures on environment, licensing, and allocation of sea areas for aquaculture, it is required to urgently complete these procedures to submit to competent authorities for consideration and approval according to regulations in March 2025.
