According to the People's Committee of Ba Dinh District, implementing the direction of the Prime Minister and the People's Committee of Hanoi on handling the illegal construction at 8B Le Truc, the district has advanced from the district budget 26.2 billion VND to handle the illegal construction above. The investor of the project is Le Truc Garment Joint Stock Company.
Since December 2023, the district has repeatedly invited the company to attend meetings to agree on settlement values to resolve the reimbursement of enforcement costs for violations at 8B Le Truc. However, the company has given many excuses and has not attended the meetings.
To resolve the issue, the Ba Dinh District People's Committee requested the company to promptly return the above amount to the district's budget. The Ba Dinh District People's Committee requested the refund to be made before May 31.
"After the above deadline, if the refund is not made, the Ba Dinh District People's Committee will consider the company to have intentionally appropriated state property and will report to the Hanoi People's Committee for handling according to regulations," the document of the Ba Dinh District People's Committee stated.
However, by the end of June, the Ba Dinh District People's Committee said that the company had not yet repaid this amount. Meanwhile, the demolition of the illegal construction at 8B Le Truc, which has been carried out since 2016, involved many difficult, complicated, lengthy and costly techniques.

Previously, the investor, Le Truc Garment Joint Stock Company, built the 8B Le Truc building (Dien Bien ward, Ba Dinh district) 1 floor higher, 15.89 m higher, with incorrect setbacks and steps, leading to an increase in construction floor area of nearly 7,000 m2.
The violations occurred since 2012, but it was not until the end of 2016 that the authorities completed the first phase of enforcement, demolishing the 19th floor and the elevator shaft of the building, after many drastic instructions from the Government.
Phase 2 required the demolition of the 18th floor due to a violation of the height according to the construction permit, but after nearly 4 years it has not been implemented. From April 2020 to October 5, 2020, the dismantling and demolition of the construction violating construction order at 8B Le Truc was completed.
