Parents and candidates worry about major changes in high school graduation exams from 2025

Many parents and candidates are worried about changes in the high school graduation exam from 2025. In particular, the exam will have many questions built from real-life situations and many changes in structure.

Proactively update and innovate high school graduation exams

The 2025 high school graduation exam is the first year to be organized according to the 2018 General Education Program, with the difference being that it focuses on assessing learners' abilities instead of assessing knowledge and skills like previous exams.

Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the exam for the high school graduation exam from 2025 will not only test knowledge but also focus more on assessing the ability to apply knowledge in practice. Accordingly, the high school graduation exam from 2025 will have many questions built from real-life situations in life, science, and society, helping candidates clearly see the connection between the knowledge learned and the world around them to test knowledge and focus more on assessing the ability to apply knowledge in practice.

In response to concerns about the significant changes in the assessment and exam structure this year, Mr. Huynh Van Chuong said that in preparation for the high school graduation exam from 2025, the Ministry of Education and Training announced the exam plan as early as the end of 2023; issued the exam structure format, reference exam questions for all graduation exam subjects in a direction consistent with the assessment of students' abilities. Thus, compared to previous years, the announcement of reference exam questions, exam regulations, and other preparations were all carried out by the Ministry of Education and Training earlier to create conditions for teachers and grade 12 students to be proactive in teaching and learning.

Some candidates who did not graduate from high school in previous years and now want to retake the exam or those who want to take the 2025 high school graduation exam to get university admission results are worried that they will be affected by the new regulations.

Sharing about the preparations for the 2025 high school graduation exam, teacher Nguyen Phuong Chinh, Principal of Le Quy Don High School (Dong Da District, Hanoi) said that in order to proactively prepare for the most important exam in 12 years of high school, the school regularly organizes professional exchanges and learning activities to help teachers continuously update changes in regular assessments and orientations in the upcoming graduation exam.

"For the school's regular and periodic exams, students are given questions in an innovative way, approaching the sample graduation exam questions previously announced by the Ministry of Education and Training. Therefore, although there are only official regulations at this point, 12th grade students are no longer unfamiliar with the new way of making questions," said teacher Nguyen Phuong Chinh.

Create fairness for candidates studying under the old and new programs

Many parents and students are worried that changes in the 2025 high school graduation exam will affect some people who have not graduated from high school in previous years and now want to retake the exam or candidates who want to take the 2025 high school graduation exam to get university admission results.

In response to these concerns, Mr. Huynh Van Chuong affirmed that the Ministry of Education and Training is responsible for creating common exam questions nationwide and coordinating in inspection, examination and supervision to ensure that the exam is organized fairly, objectively, safely, with reliable results for high school graduation, assessment of the teaching and learning process and allowing candidates to use the exam results for admission to universities, colleges and vocational education.

In addition to making changes to the structural format to better suit the assessment of learners' abilities, the new structural format of this year's exam also contributes to increasing the differentiation of the exam, especially the new formats of true/false and short answer.

The 2025 exam distributes the ratio of questions at the thinking levels of Knowledge, Understanding, and Application as 4:3:3. It can be seen that with a ratio of Knowledge and Understanding of about 70%, it will lean towards the goal of graduation, while a ratio of Understanding and Application of about 60% will have a good differentiation effect for admission purposes.

Notably, to ensure fairness for all candidates, in 2025 the Ministry of Education and Training will organize the development of 2 sets of exam questions (1 set of exam questions according to the 2006 General Education Program and 1 set of exam questions according to the 2018 General Education Program). Candidates who studied under the 2006 General Education Program and before, and have not yet graduated, will be able to take the exam with exam questions built according to the 2006 General Education Program (similar to the exam questions in 2024 and previous years).

Candidates who studied under the 2006 general education program, have graduated from high school but wish to take the exam in 2025 to get the results for university and college admission can choose to take the exam according to the 2006 general education program or the 2018 general education program.

To best prepare for the exam, students need to follow the school's teaching and learning plan, complete the entire 12th grade curriculum and knowledge, and clearly understand the goals of the 2018 General Education Program, which not only equips students with knowledge but also develops their abilities and qualities. Therefore, students need to focus on understanding the nature of the problem and applying knowledge to practice instead of memorizing mechanically. The Ministry of Education and Training has published sample questions to help students get acquainted with the new exam format structure. Regular practice will help students identify their strengths and weaknesses and improve their performance.
