This was emphasized by Prime Minister Pham Minh Chinh when attending and speaking at the Program to honor advanced models and respond to the Action Month for drug prevention and control organized by the Ministry of Public Security - the standing agency for drug prevention and control on the evening of June 14, in Hanoi.
Also attending the program were General To Lam, Politburo member, Minister of Public Security; Party Central Committee members, leaders of central and local departments, ministries and branches.

Step by step to stop the "supply" of drugs
Speaking at the program, Prime Minister Pham Minh Chinh stated that the program is an opportunity to look back on the work of drug prevention and control in the past time; at the same time, to pay tribute to the soldiers who have heroically sacrificed and to praise and honor the examples and advanced models in the uncompromising fight for a drug-free community; thereby creating motivation and inspiration for the sense of responsibility, bravery and dedication to the community and society to realize the ideal of "Forgetting oneself for the country, serving the people".
The Prime Minister emphasized that the consequences of drug abuse harm people's health and peaceful life; cause pain and loss to many families and communities; give rise to all kinds of crimes, affect social life; and threaten the stability, prosperity and longevity of the nation and people.
In recent times, under the strong and close leadership and direction of the Party and State, the participation of Party committees at all levels, authorities, socio-political organizations and unions from the central to local levels, the consensus and active participation of people from all walks of life, the help of international friends and especially the great efforts, high determination and drastic actions of the people's police force with its core role, the work of drug prevention and control has achieved many outstanding results.
On this occasion, on behalf of the Party and State leaders, the Prime Minister expressed his deep sympathy with the families of the officers and soldiers and expressed gratitude to the heroic examples of sacrifice and injury on the front line of the fight against drugs.
In particular, the authorities have investigated and discovered many transnational drug trafficking and transportation rings; resolved and fundamentally transformed many drug "hot spots"; and gradually prevented drug "supply sources".
"In the fight against drugs, countless officers and soldiers have worked tirelessly day and night, not afraid of difficulties, hardships, and sacrifices; put aside their own work, family matters, and longing for their parents, wives, and children to persistently stay in areas and hot spots; accept the risk of being exposed to serious diseases, face dangers, and fight uncompromisingly against drug crimes. Many outstanding examples have been recognized by the Party and State, and awarded noble titles and awards; and today, we congratulate and commend the outstanding achievements and feats of the forces, especially the 143 advanced models that have been honored," the Prime Minister said.

Promoting the role and responsibility of leaders in drug prevention and control work
According to the Prime Minister, in order to strengthen and improve the effectiveness of drug prevention, control and combat, it requires direct leadership and direction from Party committees at all levels; unified management from authorities at all levels; active participation from the entire political system and the entire population; in which the People's Public Security Force is the core.
Identifying this as one of the key tasks, both urgent, regular, continuous and long-term, the Prime Minister requested central and local ministries, branches and sectors to strengthen leadership, direction, promote the role and responsibility of leaders in drug prevention and control work. Continue to review and complete the system of documents, create a complete and synchronous legal basis for drug prevention and control work; ensure funding, facilities, human resources, promptly encourage and reward collectives and individuals who actively and effectively participate in this work.
Along with that, diversify the content and forms of serving the propaganda and education work on drug prevention and control; focusing on propaganda about the consequences and harms of drugs, especially synthetic drugs and drugs "disguised" as foods. Focus on building and implementing drug prevention and control education programs for youth, teenagers, pupils and students; in which, design and implement extracurricular and skills education programs, especially during summer vacations so that children can participate in positive activities, contributing to avoiding drug abuse.
In particular, it is necessary to strengthen the fight against and eliminate complex points and hotspots; large, inter-provincial, transnational drug trafficking and transportation organizations and lines, especially on land borders, at sea, at border gates, at airports, at post offices... on the basis of "early prevention and suppression, from afar, from the point of origin, from the grassroots".
Prime Minister Pham Minh Chinh awarded prizes to typical advanced individuals and units with outstanding achievements in drug prevention and control work.
At the same time, the Prime Minister requested to have a firm grasp of the locality and situation of drug addicts and illegal drug users in order to apply appropriate drug rehabilitation measures. Focus on upgrading facilities and improving the quality and effectiveness of drug rehabilitation and post-rehabilitation management; pay attention to replicating effective operating models at the grassroots level.
According to the Prime Minister, "family is the nucleus of society"; many victims of drug abuse come from circumstances where they lack family care and education, and are lured by bad people; therefore, families should pay attention to keep their children away from drugs.
To the young people and children, the Prime Minister reminded: "You must firmly say NO and always stay away from the dangers of drugs! Do not try drugs even once! Every day, you must try to study, practice, work hard, stay away from pitfalls, especially drugs; cultivate, practice, become good citizens, useful to your family and society"...
