According to Mr. Lien, in order to continue developing the tourism service industry as the spearhead economic sector of the locality; at the same time, maintain the position of Sa Pa with other localities of the same level in the region and internationally, Sa Pa Town has planned to rearrange and reorganize the current 16 communes and wards, leaving only 2 or 3 new administrative units.

In particular, TX will propose to Lao Cai province a new name: Region for the areas previously being communes (rural areas) and Zone for the areas previously being wards (urban areas).

Mr. To Ngoc Lien added that the above name will clearly show the 2-level government model (province and grassroots). Along with that, the proposed titles will be Secretary, Chairman of the People's Committee of the area or region. At that time, the urban area including wards can be called "Sa Pa area", and the rural area including communes should be called "Sa Pa area".

"With Sa Pa, a locality with a 120-year history of tourism development and tourism being a key economic sector, there will be two concerns and worries when removing the district level. First, after rearranging the administrative units, it is necessary to determine the space to continue building and developing the Sa Pa National Tourist Area to international standards; Second, Sa Pa needs to maintain and expand equal relationships with localities of the same level internationally," Mr. Lien shared.
