The Government Office has just sent a document to the Vietnam Airports Corporation (ACV), the State Capital Management Committee at Enterprises; the Ministry of Transport and the Ministry of Planning and Investment regarding the petition of the Hoa Lu Joint Venture regarding the capacity of the Joint Venture to participate in the bidding for package 5.10, Long Thanh International Airport project, phase 1.
The Deputy Prime Minister requested ACV, the State Capital Management Committee at Enterprises, the Ministry of Transport, and the Ministry of Planning and Investment to consider and resolve the above petition in accordance with the law.

Previously, Hoa Lu Joint Venture filed a complaint against the inviting party, Vietnam Airports Corporation, regarding the notice that Vietur Joint Venture met technical requirements No. 3146/TB-TCTCHKVN-LT dated August 1, 2023.
“We have evidence that the leading member of the Vietur Joint Venture has violated the bidding regulations and is not qualified to meet the technical requirements of Package 5.10, and therefore Notice 3146 needs to be reviewed ,” the document stated.
Hoa Lu Joint Venture informed that the 5.10 package with a total estimated budget of 35,000 billion VND is one of the country's key large projects, requiring caution in selecting qualified contractors, not entangled in a history of construction delays or corruption suspicions.
Hoa Lu Joint Venture also said that this unit has sufficient construction capacity and finance. In addition, they have also studied the bidding documents for more than 14 months, so they completely meet the technical requirements of the bidding documents.
However, on August 1, Hoa Lu Joint Venture received notice that Vietur Joint Venture led by IC Holding Company (Türkiye) had met the technical requirements.
Meanwhile, Hoa Lu Joint Venture assessed that IC Holding did not meet the technical standards to win the bid. Because, the Chairman of IC Holding Company had been involved in many corruption suspicions.
IC Holding Company has a history of delayed construction of many projects and has a history of termination of large projects, and has a history of litigation with investors.
In addition, Hoa Lu Joint Venture also said that IC Holdings' airport construction experience was untrue and showed signs of delay.
The document also raised many concerns for the Long Thanh airport construction project. Specifically, according to the international practice of International Competitive Bidding (ICB), before deciding on technical factors that are defective or unclear, the investor must publicly request the bidding company to explain and provide more information to ensure objectivity.
The application of disqualification points needs to be carefully considered according to international bidding regulations to avoid future disputes from experienced contractors, affecting project progress and national reputation.
“The sole selection of Vietur Joint Venture to the financial document opening round may mean that the winning bidder has been determined from the technical proposal round, leading to a very high risk of not ensuring fair price competition. It is likely to cause damage to the State and people's budgets,” Hoa Lu's document emphasized.
Previously, in response to VTC News, the leader of Vietnam Airports Corporation (ACV) said that it is in the bidding stage so the unit cannot provide any information. These are confidential documents, ACV cannot publish.
“We will have to wait until after August 22 to provide official information. The assessment of contractor capacity is done by a team of experts and independent units; we do not participate,” said an ACV representative.
