Heavy rains over the past week have caused severe flooding in several districts in Hanoi, disrupting production, business and people's lives. In particular, in Chuong My district, 24 villages and hamlets with about 1,500 households (more than 5,500 people) were affected by water depths from 0.5 to 2 meters... Many households were isolated, with water reaching almost to the roof... The dyke system, traffic works, and irrigation works were flooded, and the damage has not yet been fully assessed.
Present at Nhan Ly village, Nam Phuong Tien commune, Chuong My district this afternoon, on behalf of the Government and Prime Minister, Deputy Prime Minister Le Thanh Long visited, encouraged, shared the hardships and presented gifts to the people here. The Deputy Prime Minister hopes that the people will try to overcome the difficulties and soon stabilize their lives.
The Deputy Prime Minister requested Hanoi city and local authorities to ensure absolute safety for people in flooded areas. Pay attention to arranging temporary accommodation, evacuating unsafe households; providing food, necessities, and clean water for people, paying special attention to the elderly, the lonely, the vulnerable, and the disabled...
The Deputy Prime Minister emphasized that local leaders need to pay attention to environmental sanitation, prevent disease outbreaks, ensure social security for people after the water recedes and prepare plans to deal with the next rains, and not be passive in the face of situations.
After the flood recedes, Hanoi city needs to mobilize military, police, and youth volunteers to support people in repairing and cleaning houses, schools, and medical facilities.
"In the long term, we suggest that the locality coordinate with the Ministry of Agriculture and Rural Development to study and propose fundamental solutions for the people who have lived in this area for a long time. The Prime Minister and the Government leaders would like to share the difficulties of the people here. In case you need support from ministries, departments, branches, and the Government, please report promptly," the Deputy Prime Minister stated.
The rain has stopped but flood levels remain high.
According to reports from authorities, in recent years, there have been many major floods on the Bui River and the Tich River, exceeding historical floods such as: Bui River flood in October 2008 (7.41 m); October 2017 (7.14 m); July 2018 (7.51 m); September 2022 (6.99 m). The water level at level 3 is 7.0 m.
Regarding the recent rain and flood situation, from July 22 until now, the Northern region has experienced prolonged heavy rain, with total rainfall in Hoa Binh province and Hanoi reaching 300-450 mm, especially in Xuan Mai and Chuong My reaching 743 mm.
Due to heavy rain in the area and forest floods from Hoa Binh, the water level of Bui and Tich rivers rose very quickly; on July 24, in less than 12 hours, the flood level of Bui river rose to nearly 2 m; Bui river flood peaked at 2:00 p.m. on July 28 at 7.43 m (43 cm above alarm level 3), Tich river flood peaked at 1:00 p.m. on July 24 at +8.33 m (33 cm above alarm level 3).
The rain has stopped, however, the flood level of Bui and Tich rivers is decreasing slowly because the flood on Day river has decreased but is still at a high level.
In Chuong My district, the number of households flooded from 0.5-2 m is 1,504; the number of people flooded and needing relief is 5,543; the number of people flooded and having to be evacuated is 3,711. The locality has mobilized 4,721 people and 199 vehicles to participate in the response.
Regarding fundamental and long-term solutions, the Hanoi People's Committee has assigned the Department of Science and Technology and the Department of Natural Resources and Environment to organize research on city-level scientific topics to propose comprehensive solutions to prevent floods from Bui River, Tich River, and forest floods from Luong Son and Kim Boi mountains - Hoa Binh province to minimize flooding.
