Deputy Prime Minister Le Thanh Long inspects and urges public investment disbursement in 5 Southeast localities

Previously, on the afternoon of October 16, Deputy Prime Minister Le Thanh Long worked with Binh Phuoc province, a locality with a low disbursement rate (32.27%).

According to the Ministry of Planning and Investment, along with Binh Phuoc, Ho Chi Minh City and Dong Nai have disbursement rates lower than the national average (47.29%) as of the end of September 2024.

The three localities with disbursement rates higher than the national average are Ba Ria-Vung Tau (93.75%), Tay Ninh (56.87%), and Binh Duong (49.95%).

Persistently target 95% disbursement

The Ministry of Planning and Investment's report on the disbursement situation of localities shows that there are 23 difficulties and obstacles divided into 5 groups of contents: Regulations of public investment law; investment preparation work; difficulties and obstacles in project implementation (including planning adjustment, site clearance, resettlement, construction material sources, etc.); obstacles in implementing national target programs and other obstacles.

Regarding the reason for the slow disbursement, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that due to the characteristics of the city having large capital sources and slow capital allocation in the medium term, investment preparation work is slow.

Currently, Ho Chi Minh City still has 63,000 billion VND in investment capital that needs to be disbursed from now until the end of the year, of which about 30,000 billion VND is for site clearance.

Presenting solutions to disburse the remaining nearly 63,000 billion VND, the head of the Ho Chi Minh City government said that the city has divided into groups to solve the problem.

Of which, with the group for site clearance of about 30,000 billion VND, after review, the City is likely to disburse over 28,000 billion VND, located in 3 major projects: Xuyen Tam canal project with 13,245 billion VND, North Bank-Doi canal project with 5,465 billion VND and Ring Road 2 project with 7,567 billion VND.

Mr. Phan Van Mai emphasized that up to now, Ho Chi Minh City has persisted with the target of disbursing 95% although it has to count every day to achieve that goal. The Chairman of the Ho Chi Minh City People's Committee also committed to ensuring the progress of disbursement for the Ring Road 3 project.

According to Binh Duong province, compensation and site clearance are still bottlenecks affecting the progress of project construction. The procedures for land acquisition, compensation, and resettlement support for projects are lengthy and complicated, and compensation and support policies are not suitable to reality. Coordination in resolving difficulties and problems for investors is sometimes not timely, affecting the progress of projects.

Dong Nai province is implementing two investment projects under the public-private partnership (PPP) form of BT contracts. Investors have proposed to resolve problems related to land fund payments beyond the authority of Dong Nai Provincial People's Committee. Because there are no regulations or guidelines on land fund payments for investors implementing BT contracts, there is no basis for payment.

Tay Ninh province said that in 2024, many new large projects will start construction, and are in the process of designing construction drawings and estimates. It is expected that in the third quarter, contractors will be selected and construction packages will be implemented, leading to disbursement of key projects being concentrated at the end of the year, affecting the disbursement progress.

According to Ba Ria-Vung Tau province, the quality of project preparation is not high, causing many projects to be delayed in approval, or have been approved for investment policies and investment decisions but have to adjust unit prices, leading to adjustments to investment policies, projects, and total investment.

The Ministry of Planning and Investment believes that the reason for the slow disbursement is still due to the shortcomings in the organization and implementation at the localities. With the same legal basis, some ministries, central agencies and localities have good disbursement, but there are still ministries, central agencies and localities that have not disbursed well. At some times, in some projects, some localities have not been really determined, the role and responsibility of the head have not been promoted and are not clear.

Concluding the meeting, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the opinions that were on point and straightforward.

Emphasizing the role of public investment disbursement, the Deputy Prime Minister said that the socio-economic situation in September and the first nine months was very positive. If the situation goes smoothly, the possibility of exceeding the targets is relatively good. In particular, public investment disbursement is extremely important, contributing to the socio-economic development results of the country. And this work is within our control.

With that meaning, recently, the Government and the Prime Minister have paid great attention to directing the promotion of disbursement with many measures, issued many directive documents, and established 7 Government working groups. At many meetings and different events, the Prime Minister has mentioned the disbursement of public investment capital.

The Deputy Prime Minister acknowledged the efforts of the localities and shared the difficulties that the localities encountered at today's meeting. These are also common difficulties of localities across the country. These are difficulties and problems related to legal regulations, site clearance; poor implementation leading to prolonged project implementation time, payment procedure issues, difficulties in construction material sources, planning adjustments, etc. For example, some provinces such as Binh Phuoc and Dak Nong encountered problems with mineral laws when the transport project was included in the bauxite planning.

However, according to the Deputy Prime Minister, the disbursement rate of 6 localities in the Southeast region (under the inspection and supervision of Working Group No. 3) is still low, only reaching 35.46% in total, lower than the national average (47.29%).

Therefore, localities must be more determined and closely follow solutions for better implementation.

Deputy Prime Minister Le Thanh Long stated that localities should focus on reviewing, classifying, and more closely assessing difficulties and obstacles, and resolutely overcoming issues within their authority.

Through analysis by the provinces, there is a basis to confirm that some capital sources can be disbursed from now until the end of the year. The Deputy Prime Minister also noted the need to strengthen coordination, coordination capacity as well as the responsibility of officials performing public duties; promote decentralization and delegation of authority as well as create favorable conditions for the implementation of decentralized rights.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to synthesize and classify difficulties and obstacles to see what is under the authority of the ministry and sector that can be handled immediately, and to report to the Government and the Prime Minister on issues beyond its authority. For example, the Ministry has reported to the Government to submit to the National Assembly on the content of the amendments to the Law on Public Investment and the Decree guiding the Law, including removing limitations, obstacles and bottlenecks arising in the implementation of the Law on Public Investment in 2019.

The Ministry of Planning and Investment shall request the approval of competent authorities to handle some special backlog projects; review projects that have sufficient procedures and ensure feasibility but lack capital, then report to competent authorities for consideration and decision.
