Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Rural Development, the Ministry of Construction, and the Ministry of Natural Resources and Environment to coordinate with the Hanoi People's Committee to soon complete procedures to implement the project to "revive" the To Lich River.
The Government Office has just announced the opinion of Deputy Prime Minister Tran Hong Ha on investing in the construction of a project to supplement water from the Red River to the To Lich River.
According to the announcement, it is urgent to treat the source of pollution and revive rivers, especially the To Lich River, to restore the environment, landscape, culture, and protect people's health.
Therefore, the Hanoi People's Committee needs to immediately implement the project to replenish To Lich River water, especially when 100% of wastewater along the river is collected at Yen Xa Wastewater Treatment Plant and the water after collection and treatment is not returned to To Lich River.
The Deputy Prime Minister noted that the transfer of water from the Red River to the To Lich River needs to be carried out simultaneously with reviewing related planning, implementing synchronous solutions to collect all wastewater along the rivers, control rainwater, beautify urban areas, improve the landscape on both sides of the river, and promote economic, cultural and environmental efficiency.
According to Deputy Prime Minister Tran Hong Ha, the Hanoi People's Committee has full authority to decide and implement urgent public investment projects under its management. The Hanoi People's Committee decides and implements projects in the spirit of "locality decides, locality does, locality is responsible".
According to the Deputy Prime Minister, in case of applying the procedures for implementing urgent public investment projects, the Hanoi People's Committee directs departments and branches to complete economic and technical plans to ensure economic efficiency and sustainability of the project, and to avoid loss or waste of public assets and the state budget.
Regarding solutions and technology, Deputy Prime Minister Tran Hong Ha requested that it is necessary to study the plan to settle and filter the Red River water to reduce the amount of sediment; effectively use the water source after it has been treated, including the plan to supply water back to the To Lich River instead of transferring it to the Red River.
Hanoi City also needs to study and assess the impact and have solutions to ensure the safety of technical infrastructure works in the water intake area and along the route where the works pass.
The Ministries of Agriculture and Rural Development, Construction, and Natural Resources and Environment are assigned to proactively coordinate, guide, and support Hanoi to promptly complete procedures related to dikes, construction, water resources, environment, etc. to implement the project to ensure goals and progress.
Previously, Chairman of Hanoi People's Committee Tran Sy Thanh agreed on the plan for a water pipeline from the culvert through the dike to Vo Chi Cong street, bringing water into the head of To Lich river at the culvert through Hoang Quoc Viet street.
Hanoi plans to build a pumping station with a capacity of 3-5m3/s at the Red River bank (Phu Thuong ward, Tay Ho district) to supplement water for the To Lich River. At the section through the dike about 45m long, the city will dig and open the dike, build a box culvert and install pipes inside the box culvert.
On Vo Chi Cong route, there is a waiting head to divide the water to follow the water pipeline through lane 685 Lac Long Quan (Lotte Mall Tay Ho area) and lane 612 Lac Long Quan to Dam Bay lake for treatment before entering West Lake.
The water pipeline from the dike to the starting point of To Lich River is about 5.3km long, with a total investment of about 550 billion VND. Hanoi is committed to completing the project before September 2025.
