The Secretary of the Hung Yen Provincial Party Committee requested departments, branches and localities to urgently complete the preparation of investment projects under the 2025 public investment plan for early implementation, especially the Investment Project to build a road connecting heritage sites along the Red River (focusing on urgently bidding to select contractors and clearing the site to start construction in the first quarter of 2025).
Previously, on July 6, 2023, the People's Council of Hung Yen province issued Resolution No. 368 approving the investment policy of the Project to build a road connecting cultural heritage and tourism to develop the economy along the Red River.
The total investment is expected to be nearly 10,000 billion VND. The project implementation period is 2024 - 2026.
The project is 55.6km long, passing through 4 localities: Van Giang, Khoai Chau, Kim Dong and Hung Yen city.
The starting point of the route is at Km 0+00, the border of Hung Yen - Hanoi province; the end point is at Km 55+680, intersecting the left dike of the Red River at Km 133+500, in Tan Hung commune, Hung Yen city.
According to the design, the route will be divided into 2 roads: The main road is designed to ensure technical requirements for a class II - plain road, with a design speed of 100km/h; the side road is designed to ensure requirements equivalent to class IV - plain road, with a design speed of 60km/h. The road has a median strip with curbs and trees planted in the median strip.
On the route, there are expected to be 2 overpasses built across the irrigation canal at Lien Nghia Pumping Station, Nghi Xuyen Pumping Station and Nghi Xuyen Bridge.
After completion, the route will contribute to strengthening regional connectivity, developing local socio-economy and increasing investment attraction for Hung Yen province in the alluvial area.
The route is also identified as a key infrastructure project of Hung Yen province to connect cultural and spiritual heritages along the Red River along the Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Huong Pagoda axis, connecting traffic in the Hanoi - Hung Yen - Ha Nam - Ninh Binh region.
To implement the project, Hung Yen will have to convert the purpose of use of over 19 hectares of agricultural land and resettle 204 households.
Providing more information about the expected project commencement date to the press, Mr. Tran Quoc Van, Chairman of the People's Committee of Hung Yen province, affirmed: "If there is no change, the province will commence the project on March 15, 2025. Currently, the project is being assigned to the Department of Transport to carry out the steps of organizing bidding and selecting contractors."
According to Mr. Van, the beach area is facing many difficulties. Every year, the province allocates hundreds of billions of VND to promote economic development, but the results are not high; the people are still poor.
Hopefully, the implementation of this project, along with infrastructure and urban projects that investors and businesses have committed to, will become a boost and lever for socio-economic development.
