On February 28, 2025, the Prime Minister approved the Project “Developing and forming a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop”. This is an important step to turn Quang Nam into a leading center for the production, processing and export of medicinal plants in the country, contributing to socio-economic development and enhancing the brand value of medicinal plants, especially Ngoc Linh ginseng.
According to the project, the goal by 2030 is to build and develop Quang Nam into a modern, synchronous medicinal industry center with raw material areas that meet international standards. The area for growing Ngoc Linh ginseng will be expanded in combination with the development of other precious medicinal herbs of Quang Nam. By 2045, this center will become one of the important economic driving forces of the province, contributing to enhancing the position of Quang Nam on the world medicinal herb map. Particularly for Ngoc Linh ginseng, by 2030, strive to develop the production and supply area for Ngoc Linh ginseng raw materials in Nam Tra My district and other transplanted areas with a total area of 8,400 hectares to provide raw materials for the Medicinal Industry Center and serve processing and consumption inside and outside the province. Each year, the province exploits about 300 hectares to 350 hectares with a total output of about 100 tons of ginseng roots 5 years old or older/year. At the same time, build in situ conservation areas and gene collection gardens of Ngoc Linh ginseng in these typical ecological regions.
The project focuses on developing a synchronous production and trading chain system for medicinal herbs and medicinal herb products with Ngoc Linh ginseng as the main crop in Quang Nam province, forming an area concentrating medicinal herb industrial establishments connected to medicinal herb cultivation, production and processing activities of provinces and cities across the country. At the same time, applying incentive, preferential and support policies according to the provisions of law and researching and developing specific and outstanding policies to strongly attract investment in the production and trading of medicinal herbs to soon turn Quang Nam province into a key medicinal herb processing industry center of the region and the whole country.
In addition, the project also diversifies investment resources for the development of the medicinal industry in Quang Nam province, in which the state focuses on investing and soon completing the infrastructure system and creating favorable conditions to attract and promote investment in the development of the medicinal industry associated with the conservation and promotion of genetic resources of endemic medicinal herbs, especially Ngoc Linh ginseng.
To achieve this goal, the project sets out many key tasks and solutions. First, Quang Nam will focus on preserving genetic resources, expanding the area of Ngoc Linh ginseng cultivation in suitable areas, and developing other potential medicinal herbs. The planning of raw material areas must ensure organic standards, achieve GACP-WHO certification, and serve the needs of high-quality pharmaceutical production.
Along with that, Quang Nam will promote infrastructure investment for the medicinal plant industry center, including transportation systems, electricity, water and processing facilities. Deep processing factories will be built to create diverse products from Ngoc Linh ginseng such as pharmaceuticals, functional foods, cosmetics, meeting domestic and export needs. The government will have policies to encourage businesses to participate in the value chain, supporting people and cooperatives to access capital, technology and markets.
Scientific research and application of high technology in medicinal production will be promoted. Research centers and modern laboratories will be established to serve the breeding, preservation and development of products from Ngoc Linh ginseng. Intellectual property registration, geographical indication protection and national brand building for Ngoc Linh ginseng are also identified as important tasks.
Regarding the management mechanism, Quang Nam province will establish a strict product quality control system, ensuring the origin and provenance of Ngoc Linh ginseng and other medicinal herbs. Forest protection and anti-illegal exploitation will also be strengthened to protect ginseng growing areas and the typical ecosystem of mountainous areas.
The Prime Minister assigned the People's Committee of Quang Nam province to preside over the implementation of the project, coordinate with relevant ministries and branches to carry out specific tasks. The Ministry of Agriculture and Rural Development will provide guidance on cultivation techniques and ginseng conservation. The Ministry of Science and Technology will support research and application of technology in production. Localities in the province need to speed up site clearance work, creating favorable conditions to attract investment in the medicinal plant industry center.
The implementation of the project not only helps Ngoc Linh ginseng affirm its position in the international market but also opens up development opportunities for the Quang Nam medicinal industry, creates sustainable livelihoods for local people and contributes to the socio-economic development of the province.
