The most core value of culture is to form human personality and the character of a nation, becoming an important endogenous resource for the country to develop sustainably.

The National Target Program on Cultural Development for the 2025-2035 period is being discussed by the National Assembly and is expected to be approved at the 8th Session of the 15th National Assembly this time, with general goals including: Perfecting personality, ethical standards, and the system of values ​​of Vietnamese people and families; improving spiritual life, access to, and enjoyment of culture; mobilizing social participation in managing, protecting, and promoting heritage values; making culture an important part of the national economy; building professional, high-quality cultural and artistic human resources; promoting national, scientific, and popular character, international integration, and promoting the soft power of Vietnamese culture.

That is, many goals are set with specific numbers such as: by 2030, 100% of provincial administrative units will have enough Cultural and Sports Centers, Museums, and Libraries. The cultural industry contributes to 7% of the country's GDP. Every year, at least 5 major international cultural and artistic events abroad have the official participation of Vietnam. By 2035, the cultural industry strives to contribute 8% to the country's GDP. 100% of talented artists, civil servants, and public employees in the field of culture and arts will have access to, be trained, fostered, and improve their professional skills and expertise.

Specifically, when the Program is approved, the Government will focus on building a policy framework and preparing for investment in 2025. In the 2026-2030 period, agencies will address the limitations and challenges. In the 2031-2035 period, culture will become an endogenous strength, a driving force for national development and national defense.

Perhaps, numerical goals, though difficult, can be achieved. But the goal of developing the Vietnamese human value system is perhaps the most difficult. The most core value of culture is to form human personality and the character of a nation, becoming an important endogenous resource for the country to develop sustainably.

It can be said that new perceptions and requirements for building a culture are urgent in the context of needing to rebalance and reshape the degradation of social ethics and the reversal of living values. Culture in the policies and resolutions of the Party, the State and in the development strategy has been placed on par with economics, politics and society. Economic growth goes hand in hand with cultural development and social justice. Considering the human factor as the focus of building and developing culture, building a cultural environment for the comprehensive development of human beings.

That means we want culture to permeate every aspect of life, every policy, every specific step of the entire social life, and be the goal and driving force of socio-economic development.

The subject of culture is human. The driving force for the development of the whole society, the first and decisive factor is culture. In the current era of globalization, culture includes receiving "exogenous" factors, then localizing them, turning them into one's own, into endogenous ones to increase resources for development.

After a series of days struggling with the market economy since the renovation, many of us must have realized the price we have to pay when we are absorbed in pursuing the economy and neglecting social ethics. Building Vietnamese culture and people in the new period, entering a new era is the consistent thought in the Party's Resolutions on culture. In which, the core of culture, to aim at building new Vietnamese people, is literature and art, which must have the meaning of elevating people.

It must be reiterated that thanks to the 1943 Cultural Outline, we had a platform to guide the spiritual life of the entire nation, gathering a large number of artists and intellectuals to work towards the goal of national liberation. To see the power of culture in forming human resources and having great significance for the driving force of development in each specific period.

“Culture lights the way for the nation” is a great idea and also a scientific truth. Culture is always moving, innovating, producing new values, eliminating what is not suitable for the times. However, it can be seen that currently the theory of culture, especially contemporary culture, is not being thoroughly studied. Many cultural issues that do not bring immediate benefits but are necessary for long-term development have not been paid attention to. Paying attention only to the practical aspect will lose the cultural strategy towards the future.

According to many researchers, in innovation, cultural reform plays the most important role. The reason is because culture is the spiritual environment, the lungs of life, and the backwardness of the spiritual environment will be an obstacle to the progress and success of innovation.

The ups and downs of national history are specifically reflected in the culture of each period. In today's integration period, Vietnamese culture is also diverse when it is in sync with the outside world. But along with that, as a researcher said, it also exposes many shortcomings: "When the world is so close to Vietnamese people, even to children, the tragedy can also start from there. Because we are no longer an isolated oasis. The world is flat. Looking back, do we have a healthy body strong enough to resist in that flat world?"

To receive the quintessence of humanity, a healthy physique is needed. That is a vital requirement in the formation of today's Vietnamese people to meet the requirements of the times. In which, without doubt, human quality is still an important factor in determining social resources.

To have a culture capable of becoming a development resource, we need policies for the people, for the comprehensive development of society and of people, to make people free and happy. These are policies that serve the people, serve the country, regulate human behavior towards truth, goodness and beauty, and nurture and build Vietnamese people of the new era.

The reviewing agency - the Committee for Culture and Education proposed that the Government consider the suitability of a number of specific goals, including that by 2030, 100% of cultural and artistic units will carry out digital transformation and apply achievements of the 4th Industrial Revolution.
The Committee also assessed that the goal of 100% of students having access to and participation in arts and cultural heritage education by 2030 is difficult to achieve. The reason is that in remote, border and island areas, many students still have to study at schools, making it very difficult to access and participate in arts.
Through consultation, some delegates suggested that the Government carefully consider the investment policy to build a number of Vietnamese cultural centers abroad, to avoid waste and to be consistent with existing resources.
