The reports of the three Politburo members mentioned each issue quite specifically and I think that you have envisioned what needs to be done in the coming time at your agencies, units and localities.
Dear comrades,
Since the 10th Central Conference on September 20, 2024, the entire political system has had strong movements, operating with a new spirit and new speed to create new driving forces and new efficiency for socio-economic development and improve the material and spiritual life of the people.
During the above period, the Politburo and the Secretariat worked very urgently, holding more than 10 meetings to give opinions on solving nearly 100 major issues within their authority, including fundamentally removing backlogs and obstacles and resolving many newly arising issues.
The National Assembly, the Government and the Central Committee of the Vietnam Fatherland Front have coordinated very drastically and smoothly to remove bottlenecks, bottlenecks and barriers that cause difficulties for socio-economic development and for people's lives and activities... The above actions have initially created new vitality for the task of protecting, building and developing the country, first of all striving to complete the targets and plans of 2024 and 2025, creating leverage to break through and complete all the goals set out in the Resolution of the 13th National Congress of the Party.
The question now is: Do we have enough power and strength; do we have enough will and determination to enter a new era, an era of national development and prosperity? The answer is: Enough.
Is now the time, the opportunity; the urgency, the objective necessity for a revolution in streamlining the political system's organizational apparatus so that the apparatus can operate effectively and efficiently? The answer is: There can be no more delay.
I think the statements of the Prime Minister, the National Assembly Chairman and the Head of the Central Organizing Committee have clarified the above. I would like to emphasize 3 more issues for you to study and thoroughly understand:
1. On socio-economics: To achieve the socio-economic development goals set forth in the 13th National Congress Resolution, we must renew our thinking, "untie ourselves," be decisive, break through, and surpass ourselves.
To reach the goal of high average income for the people by 2030 and high income by 2045, Vietnam's economic growth rate must reach double digits continuously in the following years. This is a very difficult problem that we have to solve. Only the abbreviated solution can give the answer in time.
The Party Central Committee, the Government, and the National Assembly are focusing on resolving bottlenecks and creating fundamental factors for the country to "take off," especially issues related to infrastructure such as the transportation system, energy infrastructure, human resources, facilities, institutional development reform, administrative procedures, etc.
In the immediate future, it is necessary to synchronously implement solutions to strive to achieve and exceed the GDP growth target of 2024 and 2025, in which striving to achieve the double-digit growth target right from this time, this is an issue that we have every basis to do.
To achieve this goal, it is necessary to continue to create further breakthroughs in development institutions, remove all difficulties, obstacles and bottlenecks to unleash all resources and strongly reform administration, creating a favorable environment for development.
I acknowledge that the 8th Session of the 15th National Assembly has initially had profound innovations in law-making, with 7 laws and 4 resolutions passed, including 1 law amending 4 laws and 1 law amending 9 laws to promptly remove difficulties and obstacles in practice. However, this is only the initial result, there is still much work to be done to clear the "bottleneck of this bottleneck."
It is necessary to clearly realize that institutional innovation and development is not only the task of law-making agencies, but also the common responsibility of the entire political system and of each cadre and party member participating in law-making and enforcement. There must be a "strong enough medicine" to cure the disease of cadres working administratively, mechanically; negatively, harassing, "harassing people," "harassing businesses," only doing things for personal gain, deliberately slowing down work, asking for opinions in circles, blaming the institution, blaming fear of responsibility...
The socio-economic development policies and guidelines are quite complete. Now is the time to act. Based on the general policies and guidelines of the Party and the State and the regulation of the Central Government, localities must consider and think "on their own land," promote the spirit of initiative and creativity for development; each agency, unit and locality must set specific goals to contribute to the completion of the country's common goals. More than ever, cadres and party members must uphold their sense of responsibility, set an example in performing their tasks in the spirit of putting the common interest above all, boldly innovate, create, make breakthroughs, and bravely sacrifice for the country's development.
I think that in addition to the efforts of the Party, Government and State, it is necessary to have the response and participation of the people, to liberate labor and production capacity, to mobilize material and spiritual capital among the people and the people must feel that they are the ones enjoying those achievements, then everyone will join hands to implement them. Economic development needs to be associated with solving social problems, protecting the environment, increasingly meeting the material and spiritual life of the people, implementing well social security policies, eliminating hunger and poverty, eliminating temporary houses, dilapidated houses... clearly demonstrating the good nature of our regime.
2. On party congresses at all levels towards the 14th Congress: Party congresses at all levels, from grassroots cells to commune, district, provincial and central agencies, must be a broad political activity within the entire Party, discussing the vision, goals and tasks of developing the country to become rich and strong in the new era.
The documents submitted to the 14th National Party Congress have been elaborately, carefully and scientifically prepared by the Central Committee. The draft Political Report, Socio-Economic Report, Party Building Report and Summary Report of 40 Years of Innovation have been edited many times and are now qualified to be sent to Party Congresses at all levels for comments. The summary draft of these 4 documents will be sent to the grassroots level before December 15, 2024; the full draft will be sent to the district, provincial levels and central agencies before March 31, 2025.
The task of Party committees at all levels is to promptly organize cadres and Party members to study and contribute opinions to the above documents. The important thing is that from the content of the Draft Documents of the 14th Congress, Party committees at all levels use it as a basis to build the content of the political report, the direction of work tasks for the documents at their level; specifically determine the goals and tasks of their agencies, units and localities, contributing to the common goals of the country in the coming period.
The Party Central Committee continues to receive comments and contributions from Party organizations, scientists, intellectuals, and people of all walks of life to supplement and perfect the documents to be submitted to the 14th Congress with the spirit that the documents must closely follow the breath of life, must be concise, easy to remember, and easy to implement.
Documents must become "textbooks" and "dictionaries" so that when needed, we can "look them up" and immediately see "the light of the path." Minimize the need to continue issuing subsequent resolutions and directives to implement the Resolution of the 14th Congress.
Party committees at all levels need to focus on preparing personnel for the new term according to the instructions, and prepare a team of cadres with sufficient qualities and abilities to meet the new development requirements. Each cadre and party member must constantly study to "improve themselves" to meet the requirements and tasks in the new period of the country. If they cannot meet them, they must voluntarily step aside and let others do it.
We must pay close attention to overcoming the "diseases" of personnel work before the Congress such as: Those who are not re-elected are safe, defensive, and do not dare to implement new things; personnel expected to participate in the new Party Committee are reserved, do not want to clash, and are afraid of losing votes; calculate for relatives, acquaintances, and "cronies" to enter leadership positions or use "organizational tricks" to push away people they do not like...
Personnel organization work is the work of the Party, so Party committees at all levels must seriously implement the Party Charter as well as Party regulations and laws on personnel work.
3. On streamlining the organization of the political system: As I have mentioned in a number of articles and speeches, this is a very urgent issue that must be done, and the sooner it is done, the more beneficial it is for the people and the country because many Party Congresses from previous terms have raised this issue, especially from the 12th Congress to the present. That shows that the Party has seen and found it necessary to do so, but the implementation process has not yet achieved the set goals. This is truly a difficult issue, even very difficult because when streamlining the apparatus, it will involve thoughts, feelings, aspirations and affect the interests of a number of individuals and organizations.
Therefore, although it has been carefully and methodically prepared as reported by comrade Le Minh Hung and many instructions for implementing this work have been sent to comrades, the implementation in many units will certainly encounter difficulties, and there will even be obstacles. However, we still have to proceed because to have a healthy body, sometimes we have to "take bitter medicine" and endure the pain of "tumor surgery."
I propose that all levels and sectors from the central to the grassroots level must determine the highest political determination in implementing this policy. This is a particularly important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system. Comrades, leaders, heads of Party committees and agencies need to be exemplary, proactive, and determined in performing assigned tasks in the spirit of "running and lining up at the same time"; "The central level does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The central level sets an example, the localities respond."
Each level and each sector must closely follow the plan to summarize and propose models for their agencies and units to ensure progress (ministries and sectors must complete in December 2024); aiming for the common goal of completing and reporting to the Central Committee the Plan to arrange and perfect the organizational apparatus of the political system in the first quarter of 2025.
Implement urgently but ensure caution, certainty, maintain principles, absorb opinions from practical summaries, experts, scientists, including foreign experience... to propose the most optimal streamlining of the organizational apparatus.
Strictly implement the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility; thoroughly overcome the overlapping of functions and tasks, and division of areas and fields; agencies and organizations that have been initially arranged must also review and propose internal rearrangements; resolutely eliminate intermediary organizations; organizational reform must be associated with thoroughly grasping and effectively implementing policies on innovation of the Party's leadership methods, strong decentralization to localities, promoting administrative reform, fighting waste, national digital transformation, socializing public services, etc.
The general requirement is that the new apparatus must be better than the old one and must be put into operation immediately; there must be no interruption in work, no time gaps, no vacant areas or fields; no impact on the normal activities of society and the people...
Streamlining the organizational apparatus goes hand in hand with streamlining the payroll, restructuring the staff with sufficient qualities and capacity to match the tasks. Streamlining does not mean mechanically cutting down, but eliminating unnecessary positions, reducing ineffective work, thereby focusing resources on key areas, people who are truly worthy and suitable. Do not let state agencies be "safe havens" for weak officials. With higher requirements when implementing a new organization, there must be a plan to train and retrain officials before and after the organizational restructuring. Each agency and unit must carry out well the political and ideological work and the regime and policies for officials, party members, civil servants, public employees, and workers affected by the organizational restructuring; ensure fairness, transparency, objectivity, and prevent complications from arising.
The Politburo has decided to temporarily suspend the appointment and nomination of candidates for higher positions in agencies and units that are expected to be reorganized and streamlined (except in cases of real necessity); and to temporarily suspend the recruitment of civil servants from December 1, 2024 until the completion of the reorganization of the apparatus according to the Central Committee's direction. Party committees at all levels are requested to thoroughly grasp and implement this content.
Party committees from the central to grassroots levels direct the strengthening of propaganda work, orienting public opinion, creating high unity within the Party and the entire political system, and consensus among the people on policies, requirements, and tasks of streamlining the organizational apparatus in the new situation. Effectively combat wrong, hostile, and distorted views on the implementation of this policy; strictly handle cases of taking advantage of organizational arrangements, causing internal disunity, affecting the prestige of the Party and agencies and organizations.

The work ahead is very busy and urgent. Time does not wait for us. The country is standing at the historic door to enter the era of rising up. The work we do today will decide the future. Delay is a mistake to the people.
