To achieve the 2025 budget revenue target, from the beginning of the year, the tax sector has regularly and closely monitored the production and business situation of enterprises and taxpayers, to promptly remove difficulties and obstacles. Thanks to that, in the first 2 months of 2025, the total budget revenue (domestic revenue) in the area reached over 1,098 billion VND, an increase of nearly 50% over the same period in 2024. In particular, the main sources of revenue include: Renewable energy 189 billion VND, accounting for 17.3%; revenue from land use fees of Dam Ca Na New Urban Area, phase 1 reached over 202 billion VND, accounting for 18.5%. In addition, other revenues such as: Personal income tax from wages reached over 38 billion VND, after-tax income of the Lottery Company reached over 18 billion VND.

According to the leaders of the Department of Finance, in order to successfully and comprehensively implement the goals and tasks of 2025 and strive to collect the assigned state budget, the Department of Finance requests departments, branches and localities to implement more drastic, effective and comprehensive tasks and solutions for budget collection in 2025. Specifically, strive to collect domestic revenue of 3,762 billion VND, excluding revenue from the sale of state-owned houses, land rent and land use fees. On that basis, from the beginning of the year, the tax sector has focused on collection work; regularly and closely monitored the development of production and business of taxpayers, reviewed and assessed the collection situation in line with the reality in each locality; promptly provided solutions to remove difficulties and obstacles in budget collection, striving to complete the assigned budget collection task in 2025. In addition, strengthen the information work, widely disseminate tax policies and tax administrative procedures through innovating methods, developing diverse and rich forms of propaganda. Review and classify tax debts to have appropriate debt collection solutions; strengthen tax management for business households and individuals; regularly exchange information, data, compare and review the subjects and sales of e-commerce business households and individuals provided by e-commerce trading floors and the industry and trade sector to put them into management, declaration and tax payment in accordance with the provisions of law.
In addition, the province also focuses on effectively exploiting revenue sources from land, public assets and import-export activities; speeding up the progress of key projects. One of the positive signals is that important driving force projects are also being accelerated in construction progress such as: Bac Ai pumped storage hydropower plant, 500kV and 220kV transmission infrastructure to relieve power capacity in Ninh Thuan province, thereby contributing to the state budget revenue related to value added tax, corporate income tax and other revenues. Regarding the revenue from the sale of state-owned houses (VND 500 billion), land rent (VND 198 billion), and land use fees (VND 980 billion), the province plans to accelerate the arrangement and handling of houses, land, and public assets according to Government regulations, complete the procedures for auctioning real estate facilities to create land funds for investment in construction, development of public works, urban embellishment, bringing about socio-economic efficiency, and generating revenue for the budget. On the other hand, strengthen the work of advising and promulgating land price adjustment coefficients to calculate land use fees and land rents; promptly determine land prices and land price plans for projects, focusing on completing specific land prices of land lots auctioned for land use fees and submitting them to competent authorities for approval so that investors can fulfill their financial obligations to the State strictly and in accordance with regulations, striving to achieve and exceed the land use fee collection estimate for 2025 assigned by the Provincial People's Council of VND 980 billion.

Review and complete the determination of each step, order, procedures, and related legal conditions (propose to adjust the detailed construction planning for auctioned land plots, especially land plots expected to be converted from annual land lease to one-time land lease such as: Tran Hung Dao Secondary School, Rehabilitation Hospital, old Ninh Son District Medical Center..., to organize the collection of land use fees and land rent.
At the same time, speed up the completion of procedures for projects: Ca Na LNG Power, Phuoc Hoa Pumped Storage Hydropower; focus on supporting and removing difficulties to soon start construction and complete investment in 10 power projects with a total capacity of 360.2 MW; call for investment in offshore wind power projects according to the approved Power Plan VIII to organize the collection of revenues related to value added tax, corporate income tax, revenue from importing power equipment and other revenues into the State budget.
