Reporting at the meeting, Project Management Board 2, Ministry of Construction - Project Investor said that in the project's site clearance work, the first compensation and support phase for households with graves within the clearance area has been completed. By March 12, 2025, the second compensation phase was also implemented for 113 affected households, with compensation for agricultural land, assets on land, crops and architectural objects; the total land area cleared in the second phase is 10 hectares, concentrated in Nong Thuong commune, Bac Kan city.

In addition, other items are also being implemented synchronously. The relocation of public works is currently in the stage of completing design documents and seeking approval. Resettlement work is also being accelerated with the adjustment of Bac Kan city planning, preparation of a feasibility study report and implementation of the first steps of consulting packages.

However, the project's site clearance still faces many difficulties, especially the relocation of public works such as high-voltage power systems and technical infrastructure, which requires coordination from many related units. In addition, the arrangement of resettlement land for people also needs to be accelerated to ensure the progress of site handover.

At the meeting, Project Management Board 2 requested the People's Committee of Bac Kan province to have a plan to promptly resolve issues related to temporary resettlement, support people to relocate early as well as promote the land acquisition process; have a plan to hand over the site in stages, prioritizing areas with large volumes of work such as deep excavation, high embankment, bridges on the route... so that the contractor has enough conditions to construct immediately upon receiving the site, avoiding affecting the overall progress.

At the meeting, units of Bac Kan province requested Project Management Board 2 to continue to coordinate with the locality to promptly inspect and handle new locations arising due to design adjustments as a basis for units to carry out site clearance work to ensure the plan and progress set out.

After listening to reports from units and localities on the progress of the project, Standing Vice Chairman of the Provincial People's Committee Dinh Quang Tuyen said that although the work has been resolutely carried out, the site clearance work is still behind schedule. "All relevant sectors and localities must focus more, considering the site clearance work for the Cho Moi - Bac Kan route investment project as the number one priority and top task at this time. During the implementation process, further improve coordination between units, and at the same time be flexible, proactive, and not be rigid or mechanical in handling issues under their authority." - The Standing Vice Chairman of the Provincial People's Committee emphasized.

To ensure the progress of the Project, the Standing Vice Chairman of the Provincial People's Committee requested Project Management Board 2 to coordinate with the Provincial Traffic Construction Investment Project Management Board to urgently determine the locations that need immediate construction, especially the locations for bridge construction, and to have land for construction units in April. Along with that, Cho Moi district and Bac Kan city resolutely directed departments, offices, units and localities to urgently speed up the implementation of procedures related to site clearance, ensuring completion in May 2025.

Regarding the proposal of the investor and contractors, the Standing Vice Chairman of the Provincial People's Committee requested the sectors and units to guide the investor and contractor to soon reach an agreement on the project's dumping site, paying attention to arranging the dumping sites reasonably, in accordance with regulations and not causing environmental pollution. For construction material mines, the provincial units will review and coordinate with contractors to complete the procedures for applying for a license for construction material mines in the province according to the specific mechanism of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly to pilot a number of specific policies on investment in road construction.../.
