At around 8:30 a.m. on March 27, Bac Ninh Provincial Police quickly controlled and arrested Phan Van Tuan, 42 years old, in Kien Thuy District, Hai Phong City, and successfully rescued a 9-year-old child who was taken hostage in Phuong Mao Ward, Que Vo Town.

Previously, at around 4:00 a.m. on March 27, Phuong Mao Ward Police received a report that a subject carrying two knives broke into the house of Mr. Tran Thanh Hai, 39 years old, in Mao Doc, Phuong Mao, Que Vo, arrested and restrained Mr. Hai's daughter, taking her to the balcony on the 2nd floor.

Immediately after receiving the news, the Director of the Provincial Police Department directly directed the Deputy Director, Head of the Investigation Police Agency, the Criminal Police Department to coordinate with the Mobile Police Department, the Fire Prevention and Rescue Police Department, the Traffic Police Department, the Police of Phuong Mao Ward and the Police of neighboring wards to deploy a plan to rescue the child and arrest the subject.

With the motto of protecting the child's absolute safety, the police force coordinated with the authorities and organizations to persistently persuade and persuade the subject; at the same time, mobilized officers and soldiers to divide into many groups to control and capture the subject. At the scene, the police force encountered many difficulties because the subject made many demands and acted rashly, always holding a knife to the child's neck to threaten him.

After 4 hours of conversation and applying professional measures, the police force bravely and intelligently arrested the subject, rescued the child, and ensured absolute safety.

Through investigation, the subject was identified as Phan Van Tuan, 42 years old, in Kien Thuy district, Hai Phong city, with 01 previous conviction for Illegal possession of drugs and 02 previous convictions for Illegal detention. Conducting a quick test, the subject tested positive for drugs.

Tuan confessed to using drugs at home and then holding a knife to cause a fight in Co Thanh ward, Chi Linh city, Hai Duong province. When being chased by Co Thanh ward police, Tuan controlled a citizen who was riding a motorbike on the road and forced him to take him to Bac Ninh. When arriving at a restaurant in Viet Hung ward, Que Vo town, Tuan continued to threaten with a knife, robbed a motorbike, then moved to Mr. Hai's house, controlled the child and took him to the 2nd floor, demanding a motorbike and money to escape.

The quick arrest of the suspect, ensuring absolute safety for the child and the arresting force have created public trust in the police force./.
