(NLDO) - Government leaders believe that when investing and developing science and technology, we need to accept risks, failures, and even pay the price.


On February 15, discussing in groups the draft Resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities, Prime Minister Pham Minh Chinh said that Resolution 57-NQ/TW of the Politburo was being vigorously implemented.

This is an important Resolution on breakthroughs in science, technology, innovation and national digital transformation.

On that basis, recently, the Government, the National Assembly Standing Committee and the National Assembly agencies have made efforts in a short time to draft a resolution to submit to the National Assembly for consideration and decision according to their authority.

Emphasizing the socio-economic development goals that have been set out in recent times with great determination, the Prime Minister said that it is necessary to rely on science and technology, innovation, and digital transformation.

To do that, it is necessary to first remove institutional bottlenecks to put Resolution 57 into practice. Along with that, it is necessary to review and amend relevant laws, policies on taxes, enterprises, and incentives and support for enterprises.

The head of the Government believes that there must be a special mechanism for developing science and technology infrastructure, innovation and digital transformation, because this infrastructure is currently very weak. To have infrastructure, large resources are needed, so according to the Prime Minister, a resource mobilization mechanism is very important. It is necessary to mobilize comprehensively from public-private partnership, from businesses, people and the whole society.

The mechanism for managing science and technology also needs to be considered appropriately. "For example, public investment is managed by the private sector. The State invests in science and technology infrastructure but assigns management to the private sector. Or public leadership and private management are designing policies, laws, and monitoring and inspection tools, while management is assigned to businesses," said the Prime Minister.

The Government leader also mentioned a special mechanism for scientists and commercialized scientific works. Accordingly, it is possible to decentralize and delegate power to provinces, cities, ministries, and even to related entities. The Prime Minister noted the elimination of the request-grant mechanism and the reduction of administrative procedures in this field.

The draft Resolution mentioned exemption of responsibility for policy makers, but according to the Prime Minister, the implementation stage is the difficult and weak stage. Therefore, if there is no special mechanism to protect the implementers, it will lead to fear of responsibility, shirking responsibility, and unwillingness to do things.

According to the Prime Minister, it is necessary to design additional liability exemption mechanisms when risks occur for implementers, not just for policy designers. Policies need to be more inclusive and comprehensive.

During the discussion, the Prime Minister also suggested that there should be a special mechanism to attract human resources, such as attracting human resources to develop private enterprises in science and technology; attracting human resources from outside to Vietnam. At that time, policies on visas, taxes, housing, land need to be issued...

In addition to specific mechanisms and policies, the Prime Minister affirmed that it is necessary to design special management tools to avoid violations, corruption, and negativity; and to improve efficiency. The Prime Minister also said that in the process of creating breakthroughs in science and technology, we must accept risks, accept failures, and even pay the price. However, we also need to pay attention to eliminating personal motives.
