(NLDO) - The Ministry of Construction requested Hanoi City to clarify the case of people buying social housing at HH4 Dai Mo demanding their houses in the rain because the investor broke promises for many years.
Deputy Minister of Construction Nguyen Van Sinh has just sent a document to the Hanoi People's Committee regarding the inspection of information reflecting on people going out in the rain to demand social housing.

Recently, many press agencies reported that on February 25, dozens of customers who bought apartments at the HH4 social building in the Dai Mo urban functional area project (Dai Mo ward, Nam Tu Liem district, Hanoi) invested by Alaska Real Estate Investment Joint Stock Company (Alaska Company - PV) - a subsidiary of FLC Group were upset and gathered at the FLC Landmark Tower building on Le Duc Tho street (Nam Tu Liem district) carrying banners demanding their houses.
Customers said that since 2020, they have signed an apartment purchase contract with the investor. According to the contract, the expected handover date of the apartment is the second quarter of 2022. However, the investor has not handed over the house to the residents by the deadline. To date, the investor has missed the deadline to hand over the apartment as committed 3 times.
Pursuant to Clause 15, Article 75 of Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing, the Ministry of Construction requests the Hanoi People's Committee to direct competent agencies to inspect and clarify the above reflection and report the results to the Ministry of Construction before March 30, 2025.
According to the investor's commitment, the HH4 social housing building in Dai Mo urban area will be handed over in the second quarter of 2022. However, after nearly 3 years, this promise has not been fulfilled.
Notably, up to now, many customers have paid 100% of the house value and paid the 2% maintenance fee as prescribed, but by the deadline the investor still has not handed over the house to the buyer.
Customers said that the investor kept promising to let residents pay and then broke the promise. Most recently, in October 2024, to continue implementing the project, the investor asked customers to pay 2% of the maintenance fee and install furniture in some apartments to prepare for moving in early January 2025. However, the investor broke the promise again.
The latest notice residents received on the afternoon of February 25, the investor said that it is expected to connect and connect the grid to the building's transformer station before March 15; from March 15 to April 15, test the system, run the interlock and test the fire prevention and fighting system. It is expected that before April 25, the competent state agency will be invited to inspect the fire prevention and fighting.
However, the notice sent to customers had the red seal of Alaska Company, signed by Mr. Trinh Huy Linh but had no title.
According to the announcement on the Hanoi Department of Construction website in 2021, the social housing area at building No. 4 on lot HH-02, 29 floors high, in Dai Mo Urban Functional Area (phase 1) in Dai Mo ward (Nam Tu Liem district, Hanoi) is invested by Alaska Real Estate Investment Joint Stock Company. The entire building has 173 social apartments for sale, 57 apartments for rent and 58 commercial apartments. Apartment area ranges from 48-70 m2.
Time to receive home purchase documents starts from April 2021. Time to hand over the house is the second quarter of 2022. The selling price as approved by the Hanoi Department of Construction is more than 16.8 million VND (including 5% VAT, excluding 2% maintenance fee).
