(Dan Tri) - According to Major General Nguyen Ngoc Lam, Deputy Minister of Public Security, among the more than 3,700 prisoners considered for amnesty this time, the names of Mr. Dinh La Thang, Chu Ngoc Anh and Pham Xuan Thang are not included.
At the press conference announcing the President's decision on amnesty in 2024, on the morning of September 30, Deputy Minister of Public Security Nguyen Ngoc Lam answered the press about many information surrounding the prisoners who were granted amnesty this time. According to Decision No. 597, the President decided to grant amnesty to 3,763 prisoners serving prison sentences and 2 people whose prison sentences were temporarily suspended, who are eligible for amnesty in 2024. Deputy Minister of Public Security Nguyen Ngoc Lam said that of the 3,763 prisoners granted amnesty this time, 403 prisoners committed crimes related to economic management order and positions; 561 prisoners were ethnic minorities (60 Mong, 35 Thai, 49 Muong, 54 Dao, 121 Tay, 70 Nung, 8 Ede...).

Regarding the crime rate, among those pardoned this time, there are 64 people who committed murder, 205 people who committed drug-related crimes, 91 people who committed rape, 156 people who committed property robbery, 77 people who committed theft, and 403 people who committed crimes related to order and economic management; 275 people who committed crimes related to positions and 2,494 people who committed other crimes. "Mr. Chu Ngoc Anh (former Chairman of Hanoi), Pham Xuan Thang (former Secretary of Hai Duong), and Dinh La Thang (former Secretary of Ho Chi Minh City) are not on the list of pardoned this time," Major General Nguyen Ngoc Lam informed. Providing more information about the number of foreign prisoners pardoned, Deputy Minister of Foreign Affairs Do Hung Viet said that according to the President's pardon decision, this time there are 20 prisoners of foreign nationality (19 men, 1 woman) who are pardoned. Among them are 9 Chinese, 3 Laotians, 2 Cambodians, 2 Americans, 1 South African, 1 Indian, 1 Irish... "The 20 foreign prisoners pardoned include many crimes such as murder, smuggling, organizing gambling, organizing people to stay in Vietnam illegally...", Mr. Viet said. According to the Deputy Minister of Foreign Affairs, after these cases are pardoned, the Ministry of Foreign Affairs will send diplomatic notes to diplomatic missions and consular offices in other countries to request coordination with Vietnamese authorities to receive the pardoned people, carry out procedures to bring these people back to the country or to a safe and suitable place of residence. Deputy Head of the Office of the President Pham Thanh Ha emphasized that the pardon affirms the leniency policy of the Party, the State and the humane tradition of the nation towards criminals, encouraging them to repent and train to become useful people for society. "The process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended must be carried out strictly, publicly, fairly, accurately and democratically," Mr. Ha emphasized. According to him, when considering amnesty, certain principles must be followed, namely: amnesty must be conducted strictly, closely, publicly, democratically, ensuring fairness, correct subjects and conditions according to the provisions of law, so that all eligible prisoners are considered and no ineligible prisoner is considered for amnesty. "The criminal policy of the Vietnamese Party and State towards those who commit crimes is to combine strict punishment with leniency. Therefore, the punishment applied by criminal law is not only to punish those who commit crimes but also to reform them into people who are useful to society, conscious of obeying and complying with the law and rules of conduct in life, and to warn and prevent them from committing new crimes," Mr. Ha emphasized.
