(NLDO) - In August and September 2024, there were 3 working sessions between key leaders of the Party and State with Ho Chi Minh City, showing special attention to the city.
Ho Chi Minh City always holds an important position in the socio-economic development strategy of the whole country. The Party and the State constantly pay attention and create conditions for the city to develop strongly.
In 2024, the visits and working sessions of General Secretary To Lam and senior leaders of the Party, State, National Assembly, and Government helped to remove many bottlenecks, creating the premise for Ho Chi Minh City's breakthrough.
Important decisions for Ho Chi Minh City
The Politburo issued Resolution No. 31 on the direction and tasks for developing Ho Chi Minh City until 2030, with a vision to 2045. The National Assembly also passed Resolution 98 on piloting a number of specific mechanisms and policies for developing Ho Chi Minh City; Resolution No. 57 on the investment policy for the project to build Ho Chi Minh City's Ring Road 3.
These policies clearly demonstrate the special attention the Central Government has for the city.

General Secretary To Lam directs the development of Ho Chi Minh City
On August 17, 2024, General Secretary and President To Lam had a working session with the Ho Chi Minh City Party Committee to assess the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Ho Chi Minh City Party Congress; the dissemination and implementation of Directive 35 of the Politburo on Party congresses at all levels towards the 14th National Party Congress.
During the meeting, the General Secretary emphasized that Ho Chi Minh City has always been a locality that has made great contributions to the country in terms of GDP, budget revenue, labor productivity, new mechanisms, policies, and new business models. Many creative, innovative ideas, new technologies, and new ways of doing things are often implemented in Ho Chi Minh City before being replicated nationwide.

The General Secretary assessed that the recommendations of Ho Chi Minh City are very specific, accurate and practical, stemming from the reality of the development process, from the desire to explore, constantly innovate and create, from the aspiration to rise up of the entire Party Committee, government and people of the city.
The General Secretary requested the Government, the National Assembly, relevant ministries and branches, according to their functions, authority and tasks, to promptly study, consider and work directly with the city to specifically resolve proposals and recommendations in the spirit of creating the best possible conditions for Ho Chi Minh City to develop more strongly and sustainably.
Prime Minister Pham Minh Chinh: Promote the implementation of Resolution 98 and direct the removal of many obstacles in the city
On August 10, 2024, Prime Minister Pham Minh Chinh led a working delegation to Ho Chi Minh City to assess the socio-economic situation, as well as the results of implementing Resolution 98.
This is the Prime Minister's third working session with Ho Chi Minh City in his capacity as Head of the Steering Committee for Resolution 98, demonstrating the Government's deep concern for the city.

At the meeting, the Prime Minister assessed that the implementation of Resolution 98 has brought about very basic and positive initial results, creating the premise and foundation for the city to develop quickly, strongly and sustainably.
The Prime Minister gave instructions on the city's proposals and recommendations regarding the draft Decree regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power; the pilot project to develop offshore wind power; the pilot development of the carbon credit market in Vietnam; the Can Gio International Transit Port project; the urban railway system development project; the Vietnam International Finance Center in Ho Chi Minh City, etc.

Previously, on February 3, 2024, in Ho Chi Minh City, the Prime Minister also chaired the second meeting of the Steering Committee to implement Resolution 98.
At this meeting, the Prime Minister directed maximum decentralization to Ho Chi Minh City, to implement Resolution 98 faster and more effectively. The Prime Minister requested ministries and branches to promote decentralization and delegation of power to Ho Chi Minh City. The Prime Minister emphasized that the Prime Minister's powers will be fully decentralized to Ho Chi Minh City. All ministries and branches will be decentralized to Ho Chi Minh City, whichever ministries do not decentralize or decentralize must be clarified.
On September 25, 2024, Prime Minister Pham Minh Chinh attended the opening ceremony of the 5th Ho Chi Minh City Economic Forum 2024.
The Prime Minister stated that the Government and ministries must build institutions together with Ho Chi Minh City; prioritize mechanisms and policies to continue promoting the city's resources; build a common strategy for the whole country, including a separate strategy and specific mechanisms for Ho Chi Minh City because the city shouldered more and higher responsibilities and missions.
National Assembly Chairman Tran Thanh Man affirms solidarity with Ho Chi Minh City
On October 5, 2025, in Ho Chi Minh City, National Assembly Chairman Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Delegation, chaired a working session between the National Assembly Party Delegation and the Standing Committee of the Ho Chi Minh City Party Committee.

The working session focused on evaluating the results of one year of implementing Resolution 98 and Resolution 57 of the National Assembly on investment in the construction of Ho Chi Minh City Ring Road 3.
At this working session, National Assembly Chairman Tran Thanh Man affirmed that the National Assembly Party Delegation and the National Assembly Standing Committee are ready to coordinate urgently and regularly with Ho Chi Minh City to promptly remove difficulties and obstacles in the city.
Other visits by Central leaders
In addition to the high-level meetings of the Party, State, National Assembly, and Government in 2024, many other Central leaders also visited and worked with Ho Chi Minh City to directly inspect the progress of major projects and listen to feedback from the locality. The Central's working trips are all aimed at supporting the city in overcoming difficulties and proposing appropriate solutions for the city's development.

In 2024, in just a short period of time (August and September), there were 3 working sessions between key leaders and Ho Chi Minh City, which shows that the Party, State, National Assembly, and Government always pay special attention and have high expectations for the economic locomotive of the whole country, the key economic region of the South.
Through visits and working sessions of senior leaders, many of Ho Chi Minh City’s outstanding issues have been resolved, creating new momentum for development. Important decisions from the Central Government not only help the city resolve problems in mechanisms and policies but also open up opportunities for acceleration in the coming time.
The special attention of the Party and State, along with specific instructions from senior leaders, is the driving force for Ho Chi Minh City to continue to maintain its position as an economic locomotive, a pioneer in innovation and sustainable development.
Strategic decisions will help the city not only develop faster but also more sustainably, making an important contribution to the overall development of the country.
