Dinh Xa Commune (Phu Ly City) and Hoang Tay Commune (Kim Bang Town) have just been recognized by the People's Committee of Ha Nam Province as communes meeting the model new rural standards in 2024. The province has also recognized 14 more communes meeting the advanced new rural standards. Ha Nam also sets a target of average income per capita in rural areas reaching 72 million VND/person/year.
Recently, the People's Committee of Ha Nam province issued Decision No. 221/QD-UBND on recognizing communes meeting advanced rural standards in 2024. The decision clearly states 14 communes in this locality.
Specifically, Ly Nhan district includes Nhan Nghia commune, Nhan My commune, Phu Phuc commune, Van Ly commune, Chan Ly commune.
Binh Luc district includes Trung Luong commune and An Lao commune.
Kim Bang town includes Kha Phong commune and Van Xa commune.
Thanh Liem district includes Thanh Phong commune, Liem Can commune, Thanh Ha commune.
Duy Tien town includes Tien Son commune and Tien Ngoai commune.
The decision clearly states that the People's Committees of districts and towns are assigned to organize the ceremony to announce communes meeting advanced new rural standards in 2024 in accordance with regulations. At the same time, continue to maintain and improve the quality of criteria to ensure sustainability in building advanced new rural areas, towards building model new rural areas.
In addition, Ha Nam also issued Decision No. 222/QD-UBND on recognizing model rural communes in 2024 as Dinh Xa (Phu Ly City) and Hoang Tay (Kim Bang Town).
Strive to complete the task of building new rural areas in the period of 2021 - 2025

According to the People's Committee of Ha Nam province, new rural area construction is one of three national target programs expected to contribute to transforming agriculture, improving the quality of life for farmers and rural people, and bringing sustainable values to rural areas in the new period.
In recent years, the construction of new rural areas in the province has been focused on, implemented vigorously and achieved important results.
Accumulated to 2024, 6/6 district-level units in the area will be recognized as meeting new rural standards.
Implementing the new rural construction program for the period of 2021 - 2025, Ha Nam has achieved important results, creating strong changes, the appearance of the countryside is increasingly prosperous. Socio-economic infrastructure continues to be invested in, renovated, upgraded and renewed synchronously and modernly, ensuring rural - urban connectivity with the completion and improvement of the quality of irrigation systems and natural disaster prevention and control, completing the digital infrastructure system, gradually implementing the digital transformation program in new rural construction, towards smart new rural areas.
In addition, complete centralized domestic water supply works; invest in and upgrade domestic waste collection and transfer points... to meet the requirements of the criteria set for the 2021 - 2025 period.

Up to now, Ha Nam province has 100% of communes recognized as meeting NTM standards, 100% of district-level units meeting NTM standards/completing the task of building NTM, and Ha Nam province completing the task of building NTM in 2020.
The province has 157 OCOP products with 3-star or higher rating (including 17 4-star products). The work of maintaining, improving the quality and completing the indicators and criteria of NTM, advanced NTM and regulations on model NTM communes meeting the criteria set for the period 2021 - 2025 has been actively implemented by localities.
In 2025, Ha Nam strives to have Binh Luc district recognized by the Prime Minister as meeting advanced NTM standards for the 2021 - 2025 period; recognize 3 - 4 more communes as meeting advanced NTM standards, model NTM standards, bringing the total number of communes meeting advanced NTM standards, model NTM standards to 52 - 55/65 communes; basically complete the NTM criteria according to the set of criteria for the 2021 - 2025 period; average income per capita in rural areas reaches 72 million VND/person/year, multidimensional poverty rate is 1.56%, the rate of people participating in health insurance reaches 95.2%, recognize 20 - 25 more OCOP products with 3 stars or higher.
Ha Nam plans to have 1,730 billion VND in total resources to implement the new rural construction program in 2025, of which the provincial budget is 278 billion VND, the district budget is 843 billion VND, the commune budget is 308 billion VND, people's contribution is 180 billion VND, enterprise and cooperative capital is 30 billion VND, combined capital is 17 billion VND and other capital is 74 billion VND.
