In 2023, Ha Tinh's agricultural production will have a comprehensive harvest, contributing to the growth rate of the whole industry reaching 2.7%. Along with favorable weather, the results of the restructuring process towards commodity production, concentration, and safety have brought new values.
Resolution No. 06-NQ/TU of the Provincial Party Committee went into depth, becoming a great revolution, fundamentally shifting agricultural production.
Concentrated production and land accumulation become trends.
In 2023, Resolution No. 06-NQ/TU of the Provincial Party Committee on "implementing land concentration and accumulation associated with the construction of new rural areas in the period of 2021-2025 and the following years" (Resolution 06) went into depth, becoming a major revolution, fundamentally shifting agricultural production. Small, scattered fields were restructured, land was consolidated, and concentrated; production shifted towards the market, selecting quality varieties, mechanizing, organizing linkages, and being consumed mainly through cooperatives and leading enterprises.
People in Phu Trung village leveled and cleared the fields to accumulate and arrange the fields, preparing for the 2024 spring crop.
Mr. Nguyen Thanh Hai - Vice Chairman of Ky Anh District People's Committee said: "Compared to localities with many advantages, Ky Anh district has more difficulties due to uneven land, limited farming conditions, and intensive farming practices of the people... The district has strongly focused on propaganda work; supporting policies to build production models according to commodity chains, organic production models. Up to now, the whole district has concentrated on over 688.55 hectares of land, forming nearly 100 hectares of planned rice production areas according to VietGAP, organic standards, linking with enterprises and cooperatives to consume products".
According to statistics, the total area of land consolidation and conversion from small plots into large plots in the province is more than 10,669.63 hectares (in 2023 alone, it increased by more than 3,600 hectares). Of which, more than 4,185.09 hectares are concentrated and accumulated in the form of land conversion; 130.534 hectares are leased land use rights, 224.39 hectares are contributed land to establish cooperatives or cooperatives... Some localities have made major breakthroughs such as: Can Loc (more than 3,302.28 hectares), Thach Ha (2,132.3 hectares), Cam Xuyen (2,849.57 hectares), Duc Tho (723 hectares), Ky Anh district (688.55 hectares), Loc Ha (538.5 hectares), Ha Tinh city (182.2 hectares)...
The production area of Sen Hao Thanh Cooperative is accumulated on an area of 5 hectares from deep and low-lying fields.
Importantly, the policy of concentrating and accumulating land is the "key" for farmers to break through and boldly invest in agricultural production in the direction of large scale and high commodity value. Mr. Nguyen Tien Si - Director of Hao Thanh Lotus Cooperative (Ha Tinh City) said: "The model of developing lotus material areas according to the value chain associated with tourism is accumulated from deep-lying areas. From the initial 5 hectares, the Cooperative now has nearly 30 hectares of production in the direction of linking with cooperatives, bringing in an income of 120-150 million VND/ha/year for lotus seeds, over 300 million VND/ha/year for lotus roots, creating a sustainable community economic ecosystem. We have also invested in machinery and equipment to deeply process lotus products and have exported goods to a number of provinces in the country and abroad."
Knowing how to take advantage of the advantages combined with scientific production and business plans, currently, Hao Thanh Lotus Cooperative has produced and supplied many products from lotus.
In 2023, the growth rate of the entire agriculture and rural development sector will reach 2.7%; the total production value will reach over 13,900 billion VND; the total food output is estimated at 64.72 million tons, an increase of 4.8% compared to 2022. Spring rice yield will reach the highest ever (59.85 quintals/ha); summer-autumn rice will have the best selling price ever (an increase of 10-15% compared to 2022). The fields of livestock, aquaculture, forestry, and state management of new rural construction will also achieve high results, shifting towards good production practices (VietGAHP, organic...).
Mr. Nguyen Van Viet - Director of the Department of Agriculture and Rural Development said: “In recent years, the trend of agricultural production in Ha Tinh has shifted towards large-scale, concentrated fields, land accumulation linked to value chains associated with the implementation of Resolution 06. This has created a "push" to accelerate the process of agricultural restructuring, developing towards large scale, increasing value and international integration associated with the implementation of contents and criteria on production development, increasing income for people. The Department of Agriculture and Rural Development is coordinating with the Department of Natural Resources and Environment to speed up the process of granting land use right certificates to households after conversion. At the same time, the construction industry orients agricultural development associated with key product chains according to regions and ecological zones; attracting enterprises and cooperatives to apply scientific and high-tech advances into production in a safe direction, improving productivity, quality and product value to ensure efficiency and sustainability".
Promoting restructuring, taking science and technology as the key
For nearly a month now, Mr. Tran Van Kinh - Deputy Director of Yen Dien Cooperative, Quy Vuong village, Yen Ho commune (Duc Tho) has called on members to plow the fields, repair the water channel system in the organic rice production area, and exploit natural earthworms and crabs (43.8 hectares). Thanks to synchronous investment in infrastructure and concentrated fields, the work of starting the crop season has been implemented quite quickly.
For the past month, Mr. Tran Van Kinh has directed people to go to the fields early to improve the soil and eliminate pests before entering the new rice crop.
Mr. Kinh said: “From 2020 to now, the production model has been stable. In addition to the strict organic production process, the cooperative has always focused on investing in quality varieties (ST24, ST25), equipping machinery and equipment from land preparation, harvesting, milling, drying to increase productivity and quality. Last year, the cooperative had stable partners across the country. In the spring crop of 2024, we will expand the linked area to about 400-500 hectares of commercial rice and consume the products.”
In 2024, Ha Tinh plans to produce 104,108 hectares of rice, of which 59,107 hectares are in the spring crop. At this time, localities have begun to prepare the land for planting. Along with building large fields, localities will focus on exploiting new agricultural models; maximizing the application of mechanization and science and technology to increase value, competitiveness and respond to climate change.
Machines have gone into the fields, starting a new production season in the fields of Cam Xuyen district.
For example, in Cam Xuyen, this spring crop, the locality expanded organic rice production using machine-planting and tray-planting technology linked to a chain with enterprises on a scale of 85 hectares in 6 communes. In Ha Tinh city, with the viewpoint of taking scientific and technological advances as the master, the locality continued to develop value chains such as: vegetable, root and fruit production in greenhouses; "3 in 1" agriculture associated with eco-tourism, lotus value chain...; at the same time, implementing new models: high-quality rice production project applying tray-planting and machine-planting technology in Dong Mon commune; linking to the value chain of crab farming in plastic boxes applying 2-stage farming technology in Thach Ha and Thach Hung communes...
The model of applying advanced science and technology to produce Phalaenopsis orchids in Thach Khe commune (Thach Ha) has been initially successful, proving the effective support from science and technology in production.
Mr. Nguyen Van Viet - Director of the Department of Agriculture and Rural Development added: “In the immediate future, the industry will coordinate with localities to well direct the 2024 production plans associated with improving State management in all fields. At the same time, continue to persevere and focus on implementing comprehensive and fundamental tasks and solutions on restructuring agriculture towards concentrated commodities, high-tech agriculture, organic, ecological, and smart agriculture; strongly develop key agricultural commodity products. Support the development of linkages and attract businesses, promote production, processing, and consumption of agricultural products according to the value chain; apply scientific and technological advances, mechanization in production...”.
