After two and a half days (from May 15 to the morning of May 17, 2023) of working with a spirit of urgency, seriousness and responsibility, the 13th Mid-Term Conference of the Party Central Committee was a great success. General Secretary Nguyen Phu Trong delivered a closing speech with many important contents.
Steadily overcome challenges, achieve quite comprehensive results
General Secretary Nguyen Phu Trong stated that, looking back at the first half of the 13th tenure, with high will and determination and the spirit of "First support, then support", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board", the Central Executive Committee, the Politburo, and the Secretariat have led, directed, and deployed the implementation of the Resolution of the 13th National Party Congress in a drastic, synchronous, and effective manner. Our Party and our country have steadfastly overcome all difficulties and challenges, continuing to achieve important, quite comprehensive, and commendable results in many fields. Outstanding in the socio-economic field, our country has basically successfully achieved the goals and tasks: Focusing on disease prevention, control, and control; while promoting socio-economic recovery and development; building an independent and self-reliant economy associated with proactive, active, and deep international integration. In the context of the global economic and trade situation declining, with many risks, our country's economy continues to grow quite well. The International Monetary Fund (IMF) has commented: Vietnam is a bright spot "in the gray picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies in the world had negative growth; economic growth in 2022 reached 8.02%, much higher than the plan of 6 - 6.5%, and a high increase compared to countries in the region and the world; GDP growth in the first quarter of 2023, although only reached 3.2% over the same period, but according to forecasts of many international organizations, Vietnam can still reach from 6 to 6.5% for the whole year. Important indicators on state budget revenue, total social investment capital still increased; total import-export turnover, trade balance... all reached and exceeded the set plan. “A very important new point of this term is that we have issued and directed the very successful organization of National Conferences to thoroughly grasp and implement the new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country, actively contributing to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic significance, very important, both in theory and practice, in the rapid and sustainable development of the regions in particular and the whole country in general,” the General Secretary emphasized.
The cultural and social fields continue to receive attention, care, and investment for development. The Central Executive Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and organizing the implementation of the Fatherland Protection Strategy in the direction of: Strengthening the people's hearts and minds; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country when it is not yet in danger.
In the fight against corruption and negativity, the General Secretary affirmed: There have been many very positive innovations in this field of work such as: Issuing new regulations on the functions, tasks, powers, working regimes, and working relationships of the Central Steering Committee on corruption and negativity prevention and control, which have supplemented and expanded the functions and tasks of the Steering Committee, including directing corruption prevention and control and "negativity" prevention and control, focusing on preventing and combating ideological, moral, and lifestyle degradation among cadres and party members, considering this the root of all problems. At the same time, directing the effective implementation of the Project to establish provincial-level Steering Committees on corruption prevention and control in all 63 provinces and centrally-run cities, with initial good results, gradually overcoming the previous situation of "hot above, cold below".
“It can be affirmed that never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic and clearly effective manner as in recent times; leaving a remarkable mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime,” said the General Secretary.
Personnel work continues to be given importance.
Regarding the work of Party building and rectification, the General Secretary said that the past half term has created very positive changes, with many outstanding marks in the more harmonious and smooth combination between "building" and "fighting", more comprehensively in all aspects of Party building work. In particular, the work of cadres continues to be given more importance, more appropriately with its position and role as the "key of the key"; there are many new ways of doing things, regulations, higher efficiency, closely linked with the work of Party building and rectification in general; resolutely prevent, repel and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifested "self-evolution" and "self-transformation", regardless of who they are; there are no forbidden areas, no exceptions.
Up to now, the Central Executive Committee, the Politburo, and the Secretariat have considered removing from office, suspending work, retiring, and assigning other jobs to 14 cadres under the Central management; localities have also arranged work and implemented policies for 22 cadres after being disciplined in accordance with the Party's policy on "some in, some out; some up, some down"; demonstrating a resolute, exemplary, strict, and humane spirit, which has an educational, alerting, warning, and deterrent effect on cadres, civil servants, and party members; at the same time, they have urgently directed the completion of replacement leadership personnel, which has been highly appreciated and agreed upon by public opinion among cadres, party members, and the people. The quality of grassroots party organizations and party members has also been gradually improved, on the basis of strictly implementing the Party's regulations, especially the Conclusion of the 4th Central Conference of the 13th tenure on this issue.
The Party's inspection, supervision and discipline work continues to be innovated and strengthened on the basis of issuing quality regulations and seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; corruption, "group interests", "term thinking"; "individualism", "power degeneration" among a significant number of cadres and Party members; at the same time, improving the Party's leadership capacity and fighting strength, strengthening solidarity and unity within the Party, consolidating people's trust, maintaining political stability, order and discipline, and promoting the country's socio-economic development.
The General Secretary also pointed out the limitations and shortcomings, such as: The fight against wrong and hostile views in cyberspace is sometimes and in some places not timely, not strong and not very effective. Leadership and direction to remove difficulties and obstacles to mobilize and effectively use all resources for economic development; organization and implementation of some policies to restore and develop the socio-economy are sometimes and in some places still slow. Leadership and direction of administrative reform, management and use of payroll are still limited and not very effective; the work of building and perfecting laws and policies has not met the requirements. The degradation of political ideology, ethics, lifestyle, shirking responsibility, avoiding responsibility, and even fear of responsibility of a large number of cadres and party members is still a very worrying issue, with complicated developments, and cannot be subjective or negligent.
Greater efforts to successfully implement the 13th National Congress Resolution
Regarding the direction and key tasks from now until the end of the XIII Congress term, the General Secretary emphasized: We absolutely must not be subjective, complacent, or too enamored with the results and achievements that have been achieved, nor too pessimistic or wavering in the face of difficulties and challenges; on the contrary, we need to be extremely calm and clear-headed, making good use of the results and lessons learned, overcoming the remaining limitations and weaknesses, especially from the beginning of the XIII term until now, to continue to promote innovation, strive, seize every opportunity and advantage; overcome all difficulties and challenges, to successfully implement the programs, plans, goals and tasks set for the second half of the XIII term.
The General Secretary requested: It is necessary to continue to thoroughly grasp and strictly and well implement the Party's guidelines and policies and the State's laws and policies on rapid and sustainable development. Focus on consolidating and strengthening the macroeconomic foundation, controlling inflation, improving the internal capacity and autonomy of the economy on the basis of improving and maintaining the stable and safe development of the system of credit institutions, the monetary market, the real estate market, the stock market, and corporate bonds. Focus on improving the investment and business environment; effectively resolving difficulties, limitations, and weaknesses, both short-term and long-term, of the economy to maintain the momentum of recovery, rapid and sustainable growth, and more substantial; create stronger changes in implementing strategic breakthroughs, restructuring the economy associated with renewing the growth model; improving productivity, quality, efficiency, and competitiveness of the economy. Promote national digital transformation, develop digital economy, digital society, green economy, circular economy... associated with strengthening resource management and environmental protection.
It is necessary to pay more attention to the task of developing culture and society in harmony and on par with economic development; ensuring social security and welfare; constantly improving the material and spiritual life of the people. Effectively implement policies to support people, unemployed workers and businesses facing difficulties. It is necessary to continue to consolidate and strengthen national defense and security potential; maintain political stability, order and social safety; improve the effectiveness of foreign affairs and international integration. Proactively prevent and resolutely fight to defeat all sabotage plots of hostile and reactionary forces; absolutely do not be passive or surprised in any situation. Promote and improve the work of building and rectifying the Party and the political system to be truly clean and strong, especially the system of legislative, executive and judicial agencies from the central to local levels. Build a truly clean, honest, strong Government and local authorities that operate effectively and efficiently. Do better in personnel work to select and arrange the right people who are truly virtuous, talented, honest, and dedicated; truly dedicated to the country and the people into leadership positions in the state apparatus. Tighten discipline and order; regularly inspect and urge, create strong changes in the performance of public duties; improve the ethics, culture, and professionalism of cadres, civil servants, and public employees. Persistently and resolutely fight against corruption and negativity, associated with promoting the development and improvement of laws, mechanisms, and policies so that "corruption is impossible, not daring, and not wanting". At the same time, rectify and fight to eliminate the idea of retreat, the concern that if the fight against corruption and negativity is too strong, it will hinder development, discourage, "hold back", "defend", "shield", keep "safe", avoid, and shirk responsibility in a certain group of cadres and civil servants, especially leaders and managers at all levels.
“I have said it many times; now I repeat: Those who have that mindset should stand aside and let others do it! All of us, especially those who directly do organizational and personnel work, must have strong will and determination, a pure heart, and a discerning eye. Don’t mistake red for ripeness” – said the General Secretary.
Regarding the content of preparations for party congresses at all levels, towards the 14th National Congress of the Party, the General Secretary requested to focus on leading and directing the organization to effectively carry out the vote of confidence for leadership and management positions in the political system; develop a plan for leaders at all levels, especially the Plan for the Central Executive Committee, Politburo, and Secretariat for the 14th term 2026-2031; prepare for party congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party. At the same time, urgently and seriously summarize theoretical and practical issues over 40 years of renovation, focusing on the last 10 years; establish sub-committees to prepare for the 14th National Congress of the Party so that these sub-committees, especially the Documents Sub-committee and the Personnel Sub-committee, can soon come into operation, meeting the set goals and requirements.
The General Secretary believes that after this Conference, with new confidence, new spirit, new motivation, our entire Party, people and army will continue to unite and strive with greater determination and effort; be more proactive and creative to wisely grasp all opportunities and advantages; firmly overcome all difficulties and challenges; successfully complete the goals and tasks set for the entire 13th term, contributing to building our beloved Country to become increasingly developed and prosperous; more dignified and beautiful, as beloved Uncle Ho always expected.
